Monsoon rains slacken in past week (Reuters)

NEW DELHI (Reuters) ? Monsoon rains in August will be crucial for India, one of the world's biggest producers and consumers of sugar and rice, after rainfall was 23 percent below normal in the week to July 27 in a sharp reversal from the previous week.

The monsoon, essential for the 60 percent of the country that does not have irrigation, was below normal in particular over rice and cotton growing areas of south and western India, data from the weather office on Thursday showed.

Cane growing areas in the north and west also received poor rains, but soybean growing areas in central India had good rainfall.

The weather office had forecast rains 7 percent below the average for July, but the latest data put the shortfall in the monsoon so far this month at 14 percent.

"Rains at regular intervals are important for growth. Now August rains will be very crucial," said Vimala Reddy, an analyst with Karvy Comtrade, a brokerage based in Ahmedabad.

The below-average rainfall could continue in early August, a source at the weather office who requested anonymity said.

"The current weak phase is expected to prevail early next week, and (rains) could then revive in the south, northeast and northern foothills," the source said.

The monsoon rains were 5 percent below average from June 1 to July 28, mainly due to poor rains over rice-growing areas of eastern India and cotton-growing areas in the south.

Forecasting the monsoon is notoriously difficult. In 2009, India had its worst drought for over three decades, forcing it to buy sugar and boosting international prices, after the weather office had predicted a normal monsoon,.

"If poor rains continue for the next two weeks, then there could be a problem, while rains at regular intervals will ensure enough moisture in the soil to keep crops healthy," said L.S. Rathore, head of the farm division of the weather office.

RICE, SUGAR, CORN, COTTON

Most at risk among food crops could be rice, sugar cane, corn and lentils, while cotton could also suffer.

"A long, dry spell during the growth stage may reduce crop yield prospects" for all rainy season plantings, said Prasoon Mathur, a senior analyst at Religare Commodities.

Rainfall over West Bengal and Orissa will be crucial for rice, while that over Andhra Pradesh will be key for rice, corn and cotton.

Rains in West Bengal were 2 percent above normal last week, while in Orissa and Andhra Pradesh they were 36-37 percent below normal.

The summer season rice crop accounts for about 85 percent of total output.

Gujarat and Maharashtra are important for cotton and oilseeds, and Maharashtra also has the biggest output of sugar in India, the world's second-largest producer behind Brazil and the top consumer.

Last week, rains were 42 percent below normal in Gujarat and down 31-34 percent in Maharashtra overall. Rainfall after planting dictates the yield of sugar from the cane.

Poor harvests can push up prices of foods and spur inflation, which at over 9 percent is already worrying the government and central bank.

The coalition government also plans to expand provision of subsidised food among the 1.2 billion population, 42 percent of whom live in poverty, and has sat on exports of crops while it waits for this bill to go through parliament.

NO NEED TO PANIC

The latest data suggests more land has so far been planted with rice, soybean and cane than last year, with a further update expected on Friday.

Acreage under pulses, cereals and cotton is down on last year but only slightly in the season up until July 22.

"There is no need to press the panic button right now, as how the monsoon finally shapes up over the main crop regions will fix the fate of overall farm output," Rathore said.

At the same time, India has huge stocks of rice, enough to persuade the government to allow 1 million tonnes of exports -- a little under 1 percent of output.

New Delhi has also given the go-ahead for 1 million tonnes of sugar exports in 2010/11 but will wait until September to decide on any more. By then, a clearer picture should emerge of cane output and the festival season -- when Indians traditionally consume more sweets -- will already be underway. \

Indians eat about 22 million tonnes of sugar every year and the country is expected to produce about 24 million tonnes in the year ending September 2011 and more again in 2011/12.

Cash crops such as cotton could also be affected by lack of rains, with India's supply seen key for the market in 2011/12, in the view of the world's top cotton merchant.

"Cotton needs rains at regular intervals after planting gets over for healthy growth," said D. K. Nair, secretary general of the New Delhi-based trade body Confederation of Indian Textile Industries.

Last year, rainfall was 38 percent above normal in the week to July 28, after a weak start in June, and ended the four-month season as normal.

A normal monsoon means India receives rainfall between 96-104 percent of a 50-year average of 89 centimetres.

The weather office's overall forecast, made around a month ago, expected the rains to be slightly below normal for the entire June to September season.

TV watchdog says "Playboy Club" glamorizes porn (Reuters)

LOS ANGELES (Reuters) ? A TV watchdog group on Wednesday accused NBC of glamorizing the porn industry in its upcoming new drama series "The Playboy Club" and urged NBC affiliates around the United States not to air it.

In letters to NBC's local TV stations, the 1.3 million member Parents Television Council said the drama "glorifies and glamorizes this insidious industry" and that pornography destroys families and exploits women.

"The Playboy Club", which is due to debut on September 19 in the 10pm timeslot, is set in the early 1960s and centers around the lives of Playboy Bunnies and customers of the original Playboy Club in Chicago.

It is described by NBC as a "provocative new drama about a time and place that challenged the social mores, where a visionary entrepreneur created an empire and an icon changed American culture."

The network's Utah affiliate has already announced it will not broadcast the drama.

The Parents Television Council (PTC), which campaigns against sex and violence on U.S. television, also asked NBC and its affiliates to refrain from airing promotions for the new shows on family friendly shows like "America's Got Talent."

NBC executives were not immediately available to comment on the PTC campaign.

Vietnam PM re-elected amid economic troubles (AFP)

HANOI (AFP) ? Vietnam's one-party parliament waved through Nguyen Tan Dung for another term as prime minister on Tuesday, confirming him as the country's most powerful politician at a time of economic instability.

A symbolic vote by the communist-controlled National Assembly brought no surprises as it elected 61-year-old Dung, the sole candidate, for a second five-year stint.

"Dung has been re-elected prime minister with 94 percent of votes," in the 500-member assembly, a parliamentary source said.

Activists fear the return of Dung, Vietnam's seventh premier, will herald a further assault on freedoms in a country where dozens of political critics have been jailed since late 2009, according to Amnesty International.

There was a crackdown in the lead-up to the ruling Communist Party's secretive Congress in January, which determined top leadership positions being confirmed this week.

Dung was re-elected to the 14-member Politburo at the Congress, where support from security and defence delegates helped him fend off a leadership challenge.

His re-election as prime minister may mean a harder time for dissidents, but Dung's strong position could also help him push through "the right medicine" for the economy, an Asian diplomat said, speaking on condition of anonymity.

"The prime minister will... face a tremendous challenge on the economy, which has been destabilised very much in his first term," said economist Le Dang Doanh.

Vietnam's numerous economic imbalances include galloping inflation, a large trade deficit, high current account and budget deficits, inefficient state spending, and increasing foreign debt, Doanh said.

"Many small and medium-sized enterprises are on the brink of collapse."

The European Chamber of Commerce in Vietnam on Monday said business confidence among its members has continued to decline.

Long focused on growth, the government this year shifted towards economic stabilisation, but Doanh said problems persisted.

Vietnam's inflation is among the highest in the world, an estimated 22 percent for July compared with the same month last year. Even official media have said the number of strikes is rising fast as people struggle to cope.

Dove&#39;s Rest: Home Education Registering and Portfolio&#39;s WARNING ...

I thought I'd do a post about the process of registering by documentation in NSW and our accompanying Home Education Proposal for the next year. It's always helpful to me to read how others approach these requirements. The biggest part of the whole job is doing it the first time and then it is there to review as needed for all the years to follow.

We started home educating two years ago and so the official start of our 'school' year is July each year.

In Australia New South Wales we are required to register every two years (or whenever our registration period is up) The first year you have a Home Visit from an AP or Authorised Person, the second year you register by documentation.

Registration By Documentation Form as of 2011 is found at The Board Of Studies website HERE. You then have to download the pdf.

It is a series of fill in the blanks questions and signing as well as being required to show some record of the work previously covered.

Work previously covered simply means examples of your child's work, achievements, excursions or anything that shows some of the learning journey. We used copies of paper work - nature sketches, computer generated newsletters, writing practice, maths results from Teaching Textbooks programme, certificates from workshops, photographs from excursions or of handiworks completed such as wooden sword, old fashioned wooden Billy Cart both from workshops in 2011.

At the end of the year it is a comprehensive way to show family what has been accomplished and becomes something the children can enjoy looking back on and feel good about their own progress through the years.

The following portfolio is only one way to show records and progress. We choose this because it seems the simplest way for us to do it.

We include an attendance record! and 'Adventures in Reading' (a simple list of books read), which is a list of books read that term - including author, start and finish dates.

A Term Record of work completed for each KLA (subject) and a Term Progress Report (about 1 paragraph) + any certificates from workshops, carnivals or excursions.

We used a clear cover folder and created our own cover page with the computer.

We stapled the registration forms together and paper clipped it to the front of the Home Education Proposal.

Here's what we include:?

1.) OUR HOME EDUCATION PHILOSOPHY

??????? To create an atmosphere that encourages a life long love of learning. We believe the focus of the elementary years is to foster, grow and develop a child?s innate appetite for learning and life.

??????? We believe children benefit from being taught in a relaxed, positive, stimulating atmosphere and that education should relate to life.

??????? Children are encouraged to think, ask questions and seek answers. Self-esteem, essential to productive learning, is fostered in a caring home environment, where parents know each child and can apply this understanding to meeting their individual needs.

??????? Education is concerned with equipping children to live. The most important skills needed to be successful in an adult world are many. High priority should be given not only to academics but also the development of character, real experiences and the capacity to communicate and integrate with people of all age groups. A home environment is suited for teaching these most important skills for life. In addition, it is at least equally placed for imparting academic skills, particularly because of its ability to cater for the special needs of each child and the individual attention.

??????? Regarding social interaction, in a home education environment children have a wide, interesting and relevant structure. This includes contact with a broad cross-section of the community, as the children are involved in the daily activities of the family. These people offer experiences and knowledge.

??????? Real learning comes through real experiences and cannot be confined to times of the day or even subject areas. People learn well when encouraged to research areas relevant to their expressed interests and as integrated parts of everyday life.

??????? We believe in teaching our children about growing in the image of God in: love, truth, beauty, justice, creativity, communication and service.

Art - Workshops are available each Semester with Artist Bernie Meyers at Shiloh Art Studio. We use the FIAR literature unit study manuals as well as many websites dedicated to teaching children art.

DWN teaches step by step how to draw. There are 8 books in the series also with writing practice and information about the subject being drawn and studied.

UNIT STUDIES


Five In A Row literature-based unit study curriculum covers key learning areas - HSIE and Character, English, Maths, Science, Nature Study and Art. Literature selections contain positive moral values reflecting Biblical values. Curriculum is so named because you spend five days in a row (a full week; one day for each subject area) using a particular children?s book as the theme. There?s plenty of text here as the author provides all the reference material needed right in the volumes as background for the studies. Hands on activities and projects abound and there are plenty to choose from each day, using the literature selections as a springboard. The varying difficulty of the activities makes it easy to use with a range of ages. Each book also includes tips for teaching the curriculum, instructions for creating manipulatives, a topical index, a sample planning sheet with a blank, reproducible lesson plan sheet, literary glossary, story disks, and suggestions for finding the reading books. ?We take as many ?rabbit trails? as possible that lead us into topics related to Carter?s particular interest and to ensure a major part of our school year covers Australia.

PLUS Extension Books ? Ten Australian picture books have been chosen as the core Travel Books. These books are the starting point of the unit studies. Each varies in its flavour, art and location. The books were chosen for their educational, literary and artistic merit. Many are award winners. There are true tales, legends, fiction and factual stories. Every story has something special to share with your child that will enrich their experience of Australia. We use a notebook format for the ABT.

OUR OTHER LEARNING AREAS COVERED

Other areas of learning are:

Nature Studies, Language Other Than English ? Spanish, Typing, cooking, gardening, farm/agricultural skills.? Learning is happening all the time and if the opportunity arises to take part in a learning process or experience we make effort to be part of that. We believe that real learning comes from real experience and cannot be confined to times of day or even subjects and we make every effort to focus on Carter?s expressed areas of interest, finding Carter learns his best when we do so.

In conclusion: We draw from a wide range of resources and each term is revised thoroughly to decide on our course of action for the next. As I spend each day with Carter I am able to decipher what is working and what isn?t and feel that being organized and planning ahead are a large part of our success as a home educating family but that flexibility is of equal importance. Resources can and do change and are varied.

4.) OUR METHOD IN BRIEF?

We adhere to many of the philosophies of Charlotte Mason. What that means for us:

In our home we advocate a liberal (generous) education. Just like leading a horse to water we want to lead our children ultimately to self-education. This is done through contact with the best books. We rely on narration instead of fill-in-the-blank worksheets to verify knowledge. Examinations are done with a view to see what he does know, not to expose what he doesn?t know. We put emphasis on whole or living books from well chosen authors. We find that living books put children in touch with lives, emotion and not just facts alone.

Our day consists of short morning lessons with a large variety of subjects, which reduces fatigue in both parent and child. I have found Carter to be invigorated by switching to different subjects as often as every 20 minutes. Our afternoons are for free play, pursuit of hobbies, arts, music, handicrafts, reading and expansion of subjects focused on in the first half of the day.

The children?s motto is ?I am, I can, I ought, I will.? ?I am? because he is a child of God and a gift to us, his parents. ?I can? stands for having the power God has given us to do a thing. ?I ought? has to do with duty and ?I will? is different from what I want, it is a child?s decision to do what is right.

The parent?s motto is ?Education is an atmosphere, a discipline, a life.? Our mission ? to bring fullness of life to our children.

5.) WHY WE CHOOSE TO HOME EDUCATE?

We have been home educating for almost two years now. Originally we looked to home educating as a rescue plan. Our son was regularly unhappy in the public system, and as his parents we found this difficult when thinking of the many years ahead in school for him. It was the overall school experience, daily issues of bullying and in turn, a lack of love of learning. As Carter?s parents we became concerned for him daily and decided we needed to make some important decisions regarding Carter?s education. Since commencing home education we have seen our son become his natural happy self, mature in character, flourish in his home environment, joyfully learn, have many positive interpersonal relationships, experience many educational opportunities and generally bloom as a person. We see that our home education lifestyle works, it works so well that we continue to choose this path for our children, our whole family. Our home educating lifestyle has definitely brought us closer together as a family and we can endeavor to instill family values in our children. We are able to cater to Carter?s individual learning style and interests and create an atmosphere that nurtures a love of learning. Gavin (father) is a shift worker therefore a very important benefit is that Carter is able to engage in more time with his father. I have become passionate about our choice to home educate and endeavor to bring a fullness of life to our children and family as a whole. Home education has become a very special decision for us, a decision of ongoing active commitment from our hearts, head and hands.? Carter?s grandparents and other extended family have regularly commented on how happy and bright Carter is and marvel at the knowledge he is accruing and work he is producing. We are the first ever members of our family to choose to home educate. We are very proud of Carter, his efforts, his maturing character and the person he is.

Everyone's proposal will be different in content, style, presentation, methods of recording? and that is a wonderful thing. I hope this helps to see how we do it.

Candace Creations: Exploring Omaha with Mom

Wow, I can't believe how fast the past month has gone by! ?Since my last post we have been gone visiting family and friends, attending weddings, camping, baby showers, and then having mom mom visit us at our new home for the first time and exploring Omaha with her. ?She was our first guest and it was SO nice to finally be able to accommodate her better than we have been able to with friends and family visiting in the past. ?Being in a house 3.5 times bigger than our old apartment makes a pretty big difference! ?I am still so excited about having a garage after years of giant apartment complex parking lots! Anyways, I have lots of blogging catching up to do but most recently...

Here are some of the things we did with my mom...

First we went to the World of Mexican Pottery?which is located on S 24th Street between M and O streets in Omaha which is a cool little historic district. ??Renowned for its cultural influences, including the historic location of Omaha's?Greek, Russian, Polish and Czech immigrant communities, as well as the city's current growing Latino community, including?Mexicans*?
World of Mexican Pottery is a unique store, tons of real clay chimneys, planters, urns and other decor that is really really well priced! ?You can get a pretty clay fireplace/chimney for under $100 and they are gorgeous! ?My mom wants to get one but will have to plan a trip to drive out here to be be able to take it back home.


?After walking through the rest of that historic district, we had enough time to drive up to the Mormon Trail Winter Quarters for a free tour. ?It was really interesting and didn't take too long (which was good with the kids). ?They had a little sod house/cabin set up with 2 beds inside and a little loft above both, a tiny eating area and fireplace. ?It was so tiny and?apparently?2 families/~15 people would share one of those little houses.

That night we got my mom to play pool with us on our pool table that came with the house. ?At first she seemed a little reluctant but then once she got going she wasn't too bad and was having fun, she is so cute! ?My mom and I played a game and it was going so slow! lol! I asked Tyler "I wonder what's the longest game of pool every played"... his reply was "We're finding out right now!" lol! ?My mom beat me but it was close!

We took her to the spray park and fed the geese...



We played in the sink to cool off with this big heat wave that has been going on....

We went to the zoo when it was 96 degrees with 88% humidity! ?We were totally drenched the whole time it was so hot! ?When we got near the end, just before the butterfly exhibit and aquarium, I saw a frozen lemonade stand and boy was that heaven in a cup! ?The Henry Doorly Zoo in Omaha is the coolest zoo I have even been too! The habitats are seriously amazing, I've never seen anything like it! ?It was HUGE and next time I think we are getting a yearly family pass so we can just go and see parts of the zoo on multiple occasions instead of trying to do it all in one day...we were there for hours and still didn't see everything...

And of course we took my mom to Nebraska Furniture Mart....that is an attraction on it's own! ?It's not just a furniture store, it's a complex of huge buildings with the biggest furniture store, electronics store and clearance stores ever! ?We spent quite a bit of time looking at everything, they have all kinds of styles and it doesn't just all look like some typical out of the box furniture, they have everything and all kinds of unique, awesome things in all styles and I found my dream dining table...although it's $10,000 so good thing they have nice things in all price ranges! ?It's so exciting to just envision the different possibilities! ?I've got my eye on a couple of the dining room sets and bedroom sets. ?My mom was such a sweetheart and got us this cute bistro set for our deck as a housewarming gift! I LOVE IT! ?We found this at Mrs.B's clearance center, just what we needed out there...it's perfect...


?And of course we did lots of baking and relaxing, she showed me how she makes gluten free bread and I got her hooked on my?gluten free dark chocolate covered peanut butter cookies, and we went to Hobby Lobby at least twice, where my mom also picked out this awesome wall clock for us and just our luck all wall decor was 50% off...I freaking love that store.
?Starting to get a little less bare in the dining room....

Greased out from the heat wave...what's the point of putting on makeup, it'll sweat off in 2 minutes!

Her flight got delayed so we got to keep her for an extra night (I couldn't have been ?more excited about a flight delay!) so I drove her through downtown on the way back from the airport to see the big bronze pioneer sculptures at?First National's Spirit of Nebraska's Wilderness and Pioneer Courage Park

and drove through the Old Market just ?for a peek...we'll go back and walk around next visit, it was just too hot and after the zoo day we were done with sweating our pants off!

We'll go back at night when the lighted horse drawn carriages are going around on the cobblestone streets. ?And to finish it off, we left the kids with Tyler and had a girls dinner out at the Farmhouse Cafe! ?The perfect place for potato lovers like us! :) The last 2 nights we stayed up and watched Food MattersFoodmatters and then that extra bonus night we watched EmmaEmma?What a CUTE funny movie! We loved it! It's been forever since watching a really good movie like that! ?I recommend both Food Matters and Emma for your list of things to watch! ?I'm still chuckling over some of the dialog in Emma.

House panel backs ban on abortion funds (AP)

WASHINGTON ? A House panel on Thursday endorsed a ban on giving federal money to international groups that perform abortions or provide abortion information, a fresh effort to reverse Obama administration policy.

On the second day of a marathon session, the House Foreign Affairs Committee struggled to complete a sweeping foreign aid bill that would block U.S. assistance to Pakistan, Egypt and the Palestinian Authority unless the Obama administration reassures Congress that they are combatting terrorism. It also would slash U.S. contributions to international organizations and limit President Barack Obama's authority on overseas issues.

Overall, the bill would cut $6.4 billion from Obama's request of $51 billion for the State Department and foreign operations in the next budget.

The legislation represented an opportunity for Republicans led by the committee chairwoman, Rep. Ileana Ros-Lehtinen, R-Fla., to set down a marker. However, the legislation has no chance in the Democratic-controlled Senate.

The panel backed a provision banning U.S. taxpayer money, usually Agency for International Development funds, from going to international family planning groups that either offer abortions or provide abortion information, counseling or referrals. Exceptions are for rape, incest or if the life of the mother is in danger.

The committee turned back an effort by the top Democrat, Rep. Howard Berman of California, to strike the abortion provision. The vote was 25-17.

Berman complained that the policy "prevents poor women and families around the world from gaining access to essential information and health care services." He added that the provision bars all assistance, including funds for HIV and AIDS, child survival, education and water and sanitation.

The controversial policy has bounced in and out of law for the past quarter century since Republican President Ronald Reagan first adopted it 1984. Democrat Bill Clinton ended the ban in 1993, but Republican George W. Bush re-instituted it in 2001 as one of his first acts in office. Within days of his inauguration, Obama reversed the policy.

Dismayed by Pakistan's effort in the terror war, the bill would bar civilian and security aid to Islamabad unless the U.S. secretary of state can certify to Congress that Pakistan is pursuing terrorists and helping investigate how Osama bin Laden managed to hide for years inside Pakistan.

But the panel rejected a more far-reaching effort targeting U.S. aid to Pakistan. The committee defeated an amendment by Rep. Dana Rohrbacher, R-Calif., to cut off all assistance to Pakistan. The vote was 39-5.

Tempers rose among Republicans and Democrats on the panel over an amendment by Rep. Connie Mack, R-Fla., to eliminate the $650 million for the global climate change initiative.

Freshman Rep. Renee Ellmers, R-N.C., said the money could be better spent because "we know there's climate change, we don't know if it's man-made."

Democratic Rep. Gerald Connolly of Virginia scoffed at that argument as the temperature in Washington climbed into the 100s, questioning why the panel would substitute political rhetoric for scientific study.

"We're going to deny global warming. This presents us with a false choice," Connolly said.
