U.S. convinced Russia to stop sending arms ... - Morocco World News

The U.S. administration has managed to convince Russia to stop sending some arms shipments to the Syrian regime, including helicopters that were repaired and were in the process of being sent back to Damascus, an adviser for the campaign of President Barack Obama said.

Michelle Flournoy, who was the Undersecretary of Defense for Policy up until February, defended the Obama administration?s position of not arming the Syrian rebels at a foreign policy debate organized by the Brookings Institution.

?We have had some significant success in preventing Russia from resupplying and rearming the Syrian military. If we were to launch a major American weapons supply program to the opposition, we would lose a lot of leverage with Russia and it could basically open the floodgate for Russia to resupply the Syrian military in full and that would be pouring fuel on the flames on what is looking like an increasingly deadly conflict,? Flournoy said.

Her remarks came on the day Republican presidential candidate Mitt Romney arrived in England, his first stop on a three-leg pre-election trip. Romney will visit Israel and Poland after attending the opening ceremony of the Olympics in London, scheduled on Thursday. His trip comes a day after he gave a major policy speech blasting Obama?s defense and foreign policies in front of a crowd attending the Veterans of the Foreign Wars annual convention.

?In dealings with other nations, he has given trust where it is not earned, insult where it is not deserved, and apology where it is not due,? Romney said in reference to Obama.

Romney?s trip is directing the attention of both campaigns on foreign policy, which is long considered a point of strength for Obama. Obama gets high marks for ordering the operation that killed Osama bin Laden and for winding down the war in Afghanistan and ending the war in Iraq.

Foreign policy has not played a large role this election cycle because the economy is the main priority for voters and because there is little stated difference between the two candidates on the main issues.

Romney?s campaign adviser Rich Williamson, a former ambassador and special envoy, participated in the foreign policy debate at Brookings with Flournoy, and said that a Romney administration would have identified and armed ?moderate? opposition elements in Syria. Williamson said that Romney rejected former Republican presidential candidate John McCain?s calls for safe havens and no fly zones in Syria, but insisted that the U.S. ?should not lead from behind.?

But perhaps the biggest foreign policy issue the Romney campaign is seeking to exploit is the perceived coldness between the Obama and the Israeli Prime Minister Benjamin Netanyahu. An ill-fated attempt by Obama to convince Netanyahu to freeze settlement expansion earlier, in Obama?s term, lead to the perception ? among the more pro-Israeli American Jewish voters ? that Obama was not pro-Israel enough. Many of those voters reside in battleground states important for both candidates. Romney and his advisers have also criticized Obama for not visiting Israel as president.

Ads funded by a pro-Romney group, the Republican Jewish Coalition, titled ?My Buyers? Remorse? are set to air in key states. In one ad a voter says of Obama: ?He?s going to place Israel in a position where they?re in danger.?

And even at the United Nations, to the enthusiastic applause of Israel?s enemies, he spoke as if our closest ally in the Middle East was the problem.? Romney said at the VFW.

Obama?s advisers were quick to point out that his administration vetoed the Palestinian bid for statehood at the United Nations, increased military aid to Israel and gave Israel what is called the ?Iron Dome? defense shield capacity, which has greatly reduced the number of Israeli casualties from rocket attacks. ?There is a lot of playing politics with this issue? said Flournoy.

But aside from criticizing Obama, Romney?s speech and his foreign policy adviser?s remarks were short on details explaining how Romney?s policies would be different. Williams said Romney would be tougher on Iran and would threaten the use of force against Tehran, but the Obama administration also says the threat of force is ?always on the table.?

Following Romney?s remarks at the VFW, Vice President Joe Biden said that the Republican candidate ?reflexively criticizes the president?s policies without offering any alternatives.?

These exams are offered once a year with two sessions, i.e. the professional and comprehensive sessions. ?Our analysis shows a ?tale of two states,?? says Blair Horner, Vice President for Advocacy, American Cancer Society of NY & NJ.? ?Downstaters face higher cancer rates than upstaters. Generally speaking, men in downstate counties are more likely to have higher than average lung cancer rates, the largest cancer killer. We also know that downstaters also tend to have higher smoking rates than those living upstate. We hope that this report will jump start a statewide discussion on how to reduce cancer incidence, identify cancers earlier, and to assist those in treatment.?

Key findings in the report include; almost 50,000 New Jerseyans were diagnosed with cancer in 2011 and more than 16,000 died from the disease; prostate cancer is New Jersey?s most common cancer; and lung cancer is the largest cancer killer causing more than 4,100 deaths last year.

Recommendations include; creating policies and laws that prevent cancer such as adequately supporting anti-smoking programs; enhancing early detection; and easing the financial burden that comes with cancer treatments by ensuring that all New Jerseyans have access to quality, affordable health insurance.

European rabbis fear circumcision row could spread

(AP) ? A group of Orthodox rabbis warned Wednesday that the ancient Jewish practice of infant male circumcision could face further restrictions in Europe after some hospitals in Austria and Switzerland suspended the procedure by citing a German court ruling that it could amount to criminal bodily harm.

Last month's verdict by a regional court in Cologne didn't ban circumcision. But it prompted angry protests from Jewish and Muslims groups, especially after the German Medical Association advised doctors not to perform unnecessary circumcisions until the legal situation is clarified ? something Germany's government has pledged to do soon.

Two weeks ago, a hospital in the Swiss city of Zurich also suspended circumcisions, saying it wanted to investigate public concerns about the procedure, which involves cutting off a boy's foreskin. Anti-circumcision campaigners say the act breaches the child's right to bodily integrity, while faith groups insist it is part of their religious freedom.

"Of course we in Switzerland aren't directly affected by the Cologne ruling, but it sparked a debate about how to deal with the medical and ethical issues involved," said Marco Stuecheli, a spokesman for Zurich's Children's Hospital.

On Tuesday, the governor of Vorarlberg province in Austria told state-run hospitals to stop circumcisions except for health reasons until the legal situation is clarified. He said he sees the German decision, which arose from the case of a child whose circumcision led to medical complications, as a "precedence-setting judgment."

"Our fears that the court ruling in Cologne could have a knock-on effect across Europe are now being realized," said Pinchas Goldschmidt, the president of the Conference of European Rabbis.

He said Jewish leaders across the continent would seek out lawmakers and government officials to impress on them how central the practice is to their faith, and to forestall further restrictions elsewhere.

While Muslims, too, commonly circumcise their sons at a young age, in Judaism the procedure must take place eight days after birth. According to religious law, an uncircumcised male isn't considered fully part of the Jewish community, Goldschmidt said.

"In order to change that we would have to convene a supreme Jewish religious court, which has not convened for the last 2,000 years," he told The Associated Press.

The German government is expected to propose a bill this fall which would ensure that circumcision remains legal in the country.

The Children's Hospital in Zurich said it hopes to reach a decision next month about whether to resume circumcisions. So far, the suspension has delayed only two planned operations, because many Jewish parents prefer to have their sons circumcised privately, Stuecheli said.

The High Court has ruled that Golden Eye, acting on behalf of pornographic film producer Ben Dover, can use the names and addresses of O2 customers to pursue claims of copyright infringement. Consumer Focus is highlighting today that 2,845 people are now likely to be sent claim letters by Golden Eye.? The company originally wanted to target over 9,000 households.1

Consumers will receive these letters in the next few months, from August onwards at the earliest. Consumer Focus wants to raise awareness of the help available to those who receive the letters and who want to either challenge the allegations against them, or settle a claim with Golden Eye out of court.

Most consumers won?t have the legal knowledge to be able to respond effectively to these letters or be able to afford specialist advice on copyright infringement claims. Consumer Focus is concerned that without independent advice, innocent consumers could feel compelled to settle, or that consumers who have infringed copyright may feel pressured into paying a sum disproportionate to the offence. Consumer Focus and Citizens Advice are therefore working together to ensure effective advice is available for consumers, from the Citizens Advice Consumer Service (08454 04 05 06) or their local Citizens Advice Bureau.?

Consumer Focus has welcomed the Court?s decision that Golden Eye?s claim letters must be reasonable and make people, who may want to contest these claims, aware of the help that is available to them from Citizens Advice. Golden Eye had previously planned to send ?pay-up or else? letters to consumers, that were misleading and deemed by the High Court to be ?objectionable in a number of respects?. Amongst other issues the letters wrongly asserted that bill payers are liable for any copyright infringement that may have occurred on their internet connection2, and the Court found that the ?700 Golden Eye planned to demand from O2 customers was ?unsupportable?.?

Mike O?Connor, Chief Executive of Consumer Focus said:?

?We do not condone copyright infringement, but innocent people should not feel bullied into settling claims and they must be made aware of where to go for help.?

?We intervened in this case3 to make sure that consumers are treated fairly. People will not have ready access to the sort of specialised legal advice necessary to respond to allegations of copyright infringement. That is why we are working with the Citizens Advice service to provide clear advice to consumers about what to do if they are accused of copyright infringement.?

?We have also written to all the major Internet Service Providers and online hosts who may be required to assist copyright owners to enforce their rights.4 We are urging them to be rigorous in protecting their customers? personal data? to help make sure the rights of consumers and copyright owners are fairly balanced.?

ISPs and online hosts can only hand over the personal data of their customers to third parties, if a Court has made a disclosure order. Consumer Focus would expect any ISP or online host which is subject to an application for a disclosure order to:?

  • Ensure that the application is supported by appropriate and consistent evidence of possible wrongdoing by customers, and that any personal data requested is necessary for pursuing the individual(s) suspected of illegal activity

  • Ensure that the order contains adequate safeguards, so that the use of customers? data, once passed on, complies with data protection laws
    ?
  • Review whether letters which are to be sent to customers accusing them of illegal activity are misleading or likely to cause distress
    ?
  • Explain to customers and users under what circumstances their personal data may be disclosed to assist with law enforcement
    ?
  • Provide effective customer service through appropriately trained staff, to help customers enquiring about any data released or concerns about mistakes in the data-matching
    ?
  • Consider notifying customers of requests for personal data ? unless prohibited to do so
    ?
  • Consider publishing an annual report on the number of applications made and the number of court orders complied with ? to provide transparency to customers

This would have forced O2 to hand over personal details of more than 9,000 internet subscribers.? A NPO is a disclosure order which compels an innocent third party (such as an ISP) to provide information identifying an individual in relation to alleged unlawful conduct, so that legal action can be taken against the individual.?

    Golden Eye applied for a NPO against O2 in September 2011. O2 decided to not challenge the application, so the application was referred to the High Court. Consumer Focus intervened in the application on behalf of those consumers whose personal data would be released if the order was granted. Following a hearing, the High Court granted the disclosure order to Golden Eye and Ben Dover Productions, provided that changes were made to the order and the letters. The High Court declined to grant the order in relation to the other 12 film producers.?

    The High Court said that any letter of claim, which Golden Eye will send to O2 customers, must be framed properly to safeguard the legitimate interests of consumers, particular those who have not in fact committed the alleged copyright infringements. The High Court also requires that Golden Eye to individually negotiate the settlement sum with any consumer who admits that they have infringed copyright after requiring the consumer to disclose information about their Peer2Peer filesharing. The wording of Golden Eye?s claims letters was agreed with the High Court in a second hearing on the 31 May. At this hearing Consumer Focus asked the Court to insert information into the letters, telling consumers that they can get advice on how to respond to these letters from Citizens Advice.?The disclosure order was sealed by the High Court on the 1 June 2012.?

Norway marks anniversary of Breivik massacre

Some 50,000 people attended a concert in Oslo to mark the first anniversary of the gun and bomb rampage by Norwegian right-wing extremist Anders Behring Breivik, which claimed 77 lives.

Prime Minister Jens Stoltenberg had earlier led tributes to the victims of the massacre during ceremonies at the two attack sites on the island of Utoeya, and during a church service.

Standing in the rain, many of them carrying roses, tens of thousands of people gathered outside Oslo city hall for the tribute concert, which featured US rock star Bruce Springsteen.

Breivik's attack began in Oslo, where he set off a massive bomb outside the main government building, killing eight, before travelling to the island to carry out his shooting spree.

The tribute concert was attended by members of the royal family, including Prince Haakon and Princess Martha Louise. Police put the turn-out at around 50,000.

Stoltenberg, welcoming the crowd, hailed the emergency services and all those who had worked to heal those affected by the killings.

"We had a choice," he said.

"We could have retreated into our homes in fear. And barricaded ourselves behind a wall of mistrust.

"Instead we turned to each other and built bridges of trust...

"We made the right choice. There is no better protection against terrorism than openness, democracy and humanity."

The first to perform was Iranian-Swedish singer-songwriter Laleh, an embodiment of the multiculturalism so hated by Breivik.

Veteran performer Springsteen sang the song that in the 1960s was an anthem for African-American civil rights movement: "We Shall Overcome," and dedicated the song to those who lost loved ones in the attacks.

"For all of us who love democracy and tolerance, it's an international tragedy," he told the crowd.

Stoltenberg at a ceremony on Utoeya, where Breivik gunned down 69 people at a summer camp for members of the Labour Youth League, said: "Let us honour the dead by celebrating life."

Stoltenberg was speaking to around 1,000 members of the league, the youth section of the Labour party, several of whom were survivors of the assault.

The audience bowed their heads as he spoke.

"Even now, after a year has passed, it is impossible to fully comprehend the extent of the fear and suffering..." on the island last year, he said.

Earlier Sunday, Stoltenberg said that despite the great suffering Breivik had caused, he "failed to achieve what he set out to do. The people triumphed".

The prime minister also met relatives of those killed and laid a wreath on the island.

The island ceremony began with a minute of silence and two songs sung by survivor Renate Taarnes, who saw her boyfriend killed.

Some of those present at the ceremony were overcome with emotion and had to leave early, but there were hugs and laughter amid the tears.

"Even though we carry a heavy burden, we are still standing," said Eskil Pedersen, leader of the party's youth wing, who was one of those who escaped the massacre.

"He took some of our loveliest roses, but he could not stop the springtime."

Earlier, dozens gathered on Utoeya to leave flowers and stones engraved with the names of Breivik's victims in a tribute to family members killed in the attack.

"I was a pastor for many years and helped many people in mourning," Roald Linaker told public television NRK.

"But I never fully understood that it hurt so much," he added. Linaker lost a son in the attack.

"We victims live with what happened on July 22 every day," said Viljar Hanssen, who lost an eye in the attack.

"Families of the victims live with July 22 every day. The absence of those taken from us will be just as intense tomorrow," he told NRK.

"Whether the calendar says it's April 20 or July 23 makes little difference to me," he added.

Stoltenberg began Sunday's commemorations by laying a wreath near the spot where the bomb went off at the government building. From there, he joined Norway's king and queen at a memorial service at Oslo's cathedral.

?I have said many times that my life has divided itself quite naturally into three segments: childhood and growing-up years, married life, and life since my husband died. It is the years of my marriage that stand out the most clearly in my memory.? ?Idora Tucker, Wife and Mother (2009)

Idora Cooley Tucker, a retired educator who spearheaded special education in Vermont public schools in the 1960s and, in her ninetieth year, toured the state as a member of the memoir-writing group known as the Hale Street Gang, died at her home in Randolph on July 15. She was 91.

The eldest of five children of Harry H. Cooley, a lifelong farmer and Vermont?s secretary of state under Governor Philip Hoff, and Gertrude Small Cooley, a farm wife and music teacher, Idora graduated from UVM in 1941. Her first teaching post was a one-room schoolhouse in Randolph Center.

As an itinerant reading specialist in the Randolph schools in the early ?70s, Idora used innovative methods to help children who were not being served by the standard curriculum. ?Working with struggling learners is hard work,? she wrote in an account of her teaching career that she penned in her eighties, ?and sometimes not as successful as one would wish. Add to that the fact that at first I didn?t really know what I was doing or should be doing. Gradually, over a few years, a combination of trial-and-error experience and graduate level training gave me more strategies to use with my pupils and brought with it more confidence in my ability to help them.?

Idora?s work in Randolph was closely followed by Jean S. Garvin, the state?s director of special educational services, and in 1975, when the Education for All Handicapped Children Act was passed into law, Garvin tapped Idora to help schools implement the new regulations at the local level. With the Orange Southwest School District as her proving ground, Idora developed an administrative model that would be used by future special-education coordinators around the state.

?The laws about special education were new and were much resented by almost everyone except parents of the children who needed special education,? Idora wrote. ?I was often bitterly attacked in meetings. At first I felt very threatened. Later, I realized that those who gave me such a hard time were merely venting their frustration at doing something they didn?t want to do, and I was the person telling them that the law required it. After that I stopped taking it personally and just went about doing my job to the best of my ability.?

In 1980, Garvin recruited Idora for a job that would bring her skills to other school districts. ?In 1980, the federal law was only two years into implementation and there was a lot of groundwork to be laid,? remembered Judy Eklund, a former colleague in the Department of Education, in a phone interview last week. ?Idora was at the forefront of making that happen. She was a visionary and an organizer, and she knew how to get the job done.? Over the next six years, Idora traveled some 120,000 miles over Vermont roads to arrange teacher training around the state.

Born on March 23, 1921, at Gifford hospital in Randolph, Idora grew up in a family that prized education. The Cooley farm in Randolph Center was a place where one might mow hay or put up beans all day and then sit down in the evening to play Mozart for a gathering of friends and neighbors. ?Mom and Dad were very courageous to send me off to college that fall of 1937,? she wrote in a memoir that she entitled Childhood and published in 2008. ?We were still not quite out of the Great Depression, war in Europe was imminent, and I was the first of five who would be expected to acquire an education.?

As the wife of Dr. Ransom E. Tucker, a Randolph obstetrician, Idora raised five children and did what she described as ?the kinds of volunteer teaching that mothers did then: Brownie Scouts, church school, junior choir, ski instructor.? She and her husband also served on the board of Randolph?s first special-education class, a local initiative that was funded and supervised by the state at a time when the 1975 federal law mandating a free and appropriate education for all school-age children was a decade in the future.

After retiring from the Department of Education in 1986, Idora mentored young teachers through the Upper Valley Teacher Training Program, then returned to the classroom as a volunteer at the Rumney School in Middlesex, where her three granddaughters were students.

An accomplished pianist and a voracious and wide-ranging reader, Idora inherited her father?s love of books and her mother?s passion for music. The shelves behind the Steinway in her front parlor bulged with sheet music, and get-togethers at the Tucker house often turned into songfests with Idora as accompanist. In her eighties, she shelved books as a volunteer for Kimball Library and participated in three different book groups that met monthly.

In November 2011, at the age of 90, she stood up at the speaker?s podium in the Vermont State House, a small figure with a bright smile and sparkling blue eyes, and read an excerpt from her memoirs to a gathering of Vermont historians. With her were members of the Hale Street Gang, the memoir-writing group she started at the Randolph Senior Center in the fall of 2008.

Like Harry Cooley, a farmer, teacher, and politician, she did not hesitate to state her beliefs. Her memoir Wartime ends with a passionate warning about the ?futile and wasteful endeavor called war,? and members of her church remember the quiet firmness with which she urged the congregation, during a tense meeting, to adopt an ?open and affirming? attitude toward all, regardless of sexual orientation. She was still articulating her ideas about education reform at the end of her life, and in her final days she advised young family members to ?go your own route.?

As the family matriarch, Idora kept in touch with relatives all over the country and was the magnet that drew them together. She continually expanded her circle of friends even into her nineties, taking a special interest in newcomers to the Randolph community. As news of her death spread and messages poured out on Facebook, a friend who met Idora when they became neighbors in 2008 remembered her as ?honest, caring and curious . . . the memoirs she shared with us tell of a life that admitted it all?the good and bad, the joy and sadness, the breath and death.?

Although people sometimes worried that she took on too much, especially after Ransom?s death, Idora herself believed she had nothing to complain about. On the contrary, she considered that she had led an interesting and fulfilling life.

A woman of many accomplishments, Idora considered her most important role to be the raising of her children and grandchildren. She spent her final days with them, as well as two of her siblings and their families. She experienced no pain and although ?very tired,? she was able to enjoy home-cooked meals, bouquets of flowers cut from her garden, and keeping up with the Red Sox. Her last outing was to join family and friends on her front porch as the Fourth of July parade marched down Highland Avenue.

On Wednesday, July 11, she told her doctors and her family that she was ready to go and she hoped that she could manage a graceful exit. Practical, wise, and dignified to the end, she died four days later in her home of 66 years with family members at her bedside.

She is survived by her daughters Ruth Tucker of Bomoseen, Sara Tucker of Randolph, and Martha Tucker of Montpelier; her sons James Tucker and John Tucker, both of Randolph Center; her sister Ruth Demarest-Godfrey of Brookfield; her brothers Charles H. Cooley of Randolph Center and John H. Cooley of Baldwin, Michigan; and six grandchildren: Shawn Ingram, James R. Tucker, Thomas Texier, Hannah Phillips, Courtney Phillips, and Sara Phillips. She was predeceased by her husband, Dr. Ransom Tucker, in 1972; her sister Marion Stouder; and a grandson, Douglas Ingram.

Memorial services will be held at 10 A.M., Saturday, July 28 at Bethany United Church of Christ in Randolph, with Rev. Robin Junker officiating. There are no calling hours. Private burial will be in the Randolph Center Cemetery at a later date.

Arrangements are under the direction of the Day Funeral Home, Randolph. In lieu of flowers, memorial contributions may be made to the Kimball Public Library, N. Main St., Randolph, VT 05060 or to REECH, POB 303, Randolph, VT 05060.

Obama Colorado Shooting Proclamation: Flags To Be Flown At Half Staff For Victims

President Barack Obama on Friday ordered flags at government buildings around the country to be flown at half staff in tribute to victims of the deadly mass shooting in Aurora, Colorado.

Early Friday morning, 24-year-old James Eagan Holmes allegedly opened fire on theater-goers attending a midnight premiere of the summer blockbuster "The Dark Knight Rises," killing at least 12 and wounding 59, according to police.

Obama addressed the incident early Friday, saying that he and the first lady were shocked by the "horrific and tragic" events.

At a campaign event later in the day, he gave further comments.

"We're going to stand by our neighbors in Colorado during this extraordinarily difficult time. Such violence, such evil is senseless; it's beyond reason." Obama said. "What matters at the end of the day is not the small things; it is not the trivial things ... Ultimately it is how we choose to treat one another and how we love one another."

He added, "We do know what makes life worth living. People in Aurora loved and were loved."

The president's proclamation is set to go into effect immediately and last until sunset of July 25.

As a mark of respect for the victims of the senseless acts of violence perpetrated on July 20, 2012, in Aurora, Colorado, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, July 25, 2012. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

Final movie rampage victims identified

AURORA, Colo. (AP) ? Ashley Moser drifted in and out of consciousness in the ICU, a bullet lodged in her throat and a gunshot wound to her abdomen. In her waking moments, she called for her 6-year-old daughter Veronica.

Nobody had the heart to tell the 25-year-old mother that Veronica was already dead, the youngest victim killed at a Colorado movie theater in one of the worst mass shootings in U.S. history.

"All she's asking about, of course, is her daughter," said Annie Dalton, who is Ashley Moser's aunt.

Dalton said Veronica was "a vibrant 6-year-old. She was excited, she'd just learned how to swim. She was a great little girl, excited about life ? she should be at 6 years old."

The little girl was among those who died when a gunman barged into a crowded theater in a Denver suburb, set off gas canisters and opened fire, killing 12 people and wounding 58 others.

Colorado authorities Saturday released the names of the victims killed in the rampage. There were eight men, three women and Veronica Moser-Sullivan, the youngest slain. Gordon Cowden was the oldest. He was 51. All died of gunshot wounds, according to the release by the Arapahoe County coroner's office.

One of the 12, Matthew McQuinn, has been tentatively identified and is awaiting final identification, though his family's attorney confirmed to The Associated Press that McQuinn was among those killed.

Rob Scott of Dayton, Ohio, said McQuinn died after diving in front of his girlfriend and her older brother to shield them from the gunfire.

His girlfriend, Samantha Yowler, was in fair condition after being shot in the knee. Her brother, Nick Yowler, was not injured.

The couple had moved to Colorado from Ohio last fall, Scott said.

For Alex Sullivan, it was to be a weekend of fun: He planned to ring in his 27th birthday with friends at the special midnight showing of "The Dark Knight Rises" and then celebrate his first wedding anniversary Sunday.

Late Friday, Sullivan's family confirmed that police told them he was among those killed.

"He was a very, very good young man," said Sullivan's uncle, Joe Loewenguth. "He always had a smile, always made you laugh. He had a little bit of comic in him. Witty, smart. He was loving, had a big heart."

Micayla Medek, 23, also was killed.

Her father's cousin, Anita Busch, told the Associated Press that the news, while heartbreaking, was a relief for the family after an agonizing day.

"You can't go that long without knowing," she said. "I hope this evil act ... doesn't shake people's faith in God."

Navy cryptologist John Larimer went to the theater with three other sailors from nearby Buckley Air Force Base, Navy Cmdr. Jeffrey Jakuboski said. Larimer was shot and killed, and Jakuboski said losing Larimer felt like losing "one of my sons."

"Losing a sailor, whether it's in combat or whether it's in a horrific domestic situation like this, it's hard. It's tough," he said.

Larimer's family said his brother is working with the Navy to take his body home to Crystal Lake, Ill.

An Air Force reservist who worked at Buckley also was killed in the rampage. Sgt. Jesse Childress, 29, was a cyber-systems operator from Thornton, Colo., said Air Force Capt. Andrew Williams.

Williams described Childress as knowledgeable, experienced and respectful. He says Childress was athletic and played in a kickball and volleyball tournament on base. "He was always our star," Williams said.

A vigil was to be held Saturday night for Alexander J. Boik of Aurora. His family issued a statement saying that he was loved by all that knew him and was dating "a beautiful young lady" who was with him at the theater and survived.

"We want to try and focus on the beautiful lives that were ended and not the evil that is responsible," the family said.

The family of Cowden, another Aurora resident, didn't want to speak to the press Saturday afternoon.

After graduating from high school in Reno, Nev., victim Jonathan Blunk, 26, of Aurora, Colo., served in the Navy between 2004 and 2009 and most recently worked at a hardware store, according to close friend James Gill of Brighton, Colo.

Blunk had plans to re-enlist with a goal of becoming a Navy SEAL, said Gill, who lived with Blunk several years in the Navy and later in Aurora.

Gill described his friend as an avid outdoorsman and gun rights advocate.

"Pretty much every weapon the guy in the theater used he owned," Gill said. "If you asked if he was still alive, he would have said his only regret is he didn't have his sidearm with him and he couldn't do anything to stop him."

Victim Rebecca Ann Wingo, 32, had started a job several months ago as a customer relations representative at a mobile medical imaging company.

Shannon Dominguez, who worked with Wingo on weekends, said she was friendly with everyone and always seemed to be in a good mood.

"I didn't really know her well but she had a really bubbly personality," Dominguez said. "She was a pretty happy person. She just never really seemed ... like with work, she never got irritated. She was pretty happy to be here."

Alexander C. Teves, 24, graduated in June from the University of Denver with a master's degree in counseling psychology, the school said.

The university identified Teves' hometown as Phoenix. School officials said they had no other information immediately available.

An aspiring sports reporter who recently wrote a blog post about surviving a Toronto shooting was killed, the woman's brother said.

The death of Jessica Ghawi, who was also known as Jessica Redfield, was a "complete and utter shock," said her brother, Jordan Ghawi.

Jessica Ghawi, 24, moved to Denver from Texas about a year ago and friends and colleagues described her as outgoing, smart and witty.

Ghawi blogged at length about surviving the Eaton Centre mall shooting in Toronto that killed two people and sent several others to the hospital.

Jessica Ghawi wrote of the Toronto shooting: "I was shown how fragile life was on Saturday. I saw the terror on bystanders' faces. I saw the victims of a senseless crime. I saw lives change. I was reminded that we don't know when or where our time on Earth will end. When or where we will breathe our last breath."
