MIAMI ? U.S. Rep. David Rivera wants to hold foreign companies that drill for oil off the coast of Cuba liable for any oil spills that reach U.S. shores.
Rivera told a U.S. House transportation subcommittee Monday his bill would triple the liabilities cap for spills that originate from a state sponsor of terrorism, such as Cuba.
Others are expected to speak Monday at the satellite congressional sub-committee hearing in Sunny Isles, north of Miami Beach. They include U.S. Rep Ileana Ros-Lehtinen, who chairs the House Foreign Affairs Committee, and fellow Cuban-American U.S. Rep. Mario Diaz-Balart.

This sounds like quite the combination for an e-reader device. INDIANAPOLIS (AP) ? High winds reportedly topping 50 mph forced organizers to temporarily evacuate two tents at the NFL Experience interactive fan exhibit in downtown Indianapolis.
NFL Experience spokesman Noah Gold said visitors were ushered out of sponsor and memorabilia tents Sunday after tent operators read high wind speeds on gauges attached to the tents. The tents reopened about an hour later.
Gold said he wasn't sure how fast the winds were blowing prior to evacuation, but WTHR-TV reported downtown wind gusts up to 51 mph were recorded Sunday afternoon.
Parts of the NFL Experience featuring football games and shopping inside the Indiana Convention Center were not evacuated.
Gold said he didn't know how many people were evacuated.

The versatile 36-year-old now on French screens in Roman Polanski's clashing-couples film "Carnage" will receive the honorary Cesar at the ceremony on Feb. 24.
France's Academy of Cinematic Arts and Techniques presented nominations for the 37th Cesar Awards ceremony on Friday.

PUNTA GORDA, Fla. ? Rick Santorum is tired, almost broke ? and going home.
The former Pennsylvania senator is leaving Florida just days before the Tuesday primary that even he expects to deal him a third consecutive loss.
Santorum says he would rather spend his Saturday sitting at his kitchen table to do his taxes than campaigning in a state where the race for the Republican presidential nomination has become a two-man fight between Newt Gingrich and Mitt Romney.
The cash-strapped candidate acknowledges that he simply can't keep up with the GOP front-runners in Florida.
"We're going to talk about the Constitution and talk about being a strong conservative," Santorum said at an event here this week. "And that's all we can do."
Outside advisers are urging him to pack up in Florida completely and not spend another minute in a state where he is cruising toward a loss.
Santorum seem to be listening. He has yet to announce his primary day schedule but says it was a mistake for him to remain in South Carolina on its primary day.
"We can't let grass grow," he told reporters Thursday. "South Carolina Election Day was sort of a wasted day for us."
But he pledged to continue his campaign regardless of the Florida outcome.
It's a grim period for Santorum, who just three weeks ago was riding high after narrowly winning the Iowa caucuses. The victory was short-lived. He lost big in both New Hampshire and South Carolina.
He faced an uphill battle even before the race turned to Florida. He doesn't have the money to spend on television ads in Florida's expensive media markets. He couldn't compete with the thousands-strong crowds his rivals have been drawing. And he wasn't able to find a moment here that crystalized the rationale for his candidacy.
"Other candidates tell you they need your help," Santorum told Florida Republicans this week ? almost pleaded really. "They're lying. I really need your help."
But help didn't come ? at least in this state ? for a candidate who is visibly exhausted and running on, at most, four hours of sleep each night.
So Santorum is going home to Pennsylvania, which he represented in the Senate, and Virginia, where he lives with his wife and seven children, to get some rest and, he says, prepare his own taxes. He also plans fundraisers in both states as he works to rebuild his campaign account to pay for upcoming contests in Missouri, Minnesota and Colorado.
Santorum also is looking at Arizona and Michigan, which vote at the end of February ? if he makes it that far.
His inner circle of advisers is looking at the campaign checkbook. They say they can keep a lean campaign rolling in case Gingrich or Romney implode.
"This race is just starting. It's a three-man race," Santorum insists. "We're going to be in this race for the long term."
For now, at least, polls show Santorum dramatically trailing in Florida, the largest and most diverse state in the early nominating schedule. And he seems to be coming up short as he tries to win over voters with his everyman persona.
"I wish he had a little more passion in the belly," said Don Waldt, a Punta Gorda retiree who attended a Santorum rally at dusk this week. "He is conservative and authentic. But he isn't on top and doesn't seem to have a clear path to the top."

Stocks turned mixed Wednesday afternoon, erasing earlier losses, after the Federal Reserve said it will keep interest rates near zero for much longer than it had previously announced. Demand for ultra-safe Treasurys soared, pushing bond yields lower.
The Fed's monetary policy committee said it is unlikely to raise interest rates before 2014, extending a period of record-low rates by more than a year. Lower interest rates can encourage investment in stocks by reducing traders' returns from bonds.
The Fed plans to keep interest rates very low in part to make loans more affordable for people and companies. Access to credit is vital for the economic recovery.
The Dow Jones industrial average and Standard & Poor's 500 index both turned slightly positive shortly after the Fed's 12:30 p.m. Eastern announcement. Both had been solidly negative all morning; the Dow had lost as many as 95 points.
The yield on the 10-year Treasury note plunged to 1.98 percent from 2.05 percent an hour before the Fed announcement. Bond yields fall when demand for them increases.
Markets had opened mostly lower on fears about Greece's slow progress in talks with bondholders about reducing the nation's crushing debt load.
Tech stocks rose, bucking the wider market, after consumer electronics giant Apple Inc. reported a best-ever quarter driven by strong sales of iPhones and iPads.
Apple's stock jumped 6.2 percent, helping lift the Nasdaq composite index by 16 points, or 0.6 percent, to 2,802. The Nasdaq is up 7.6 percent this year, more than twice the gain for the Dow Jones industrial average.
The Dow was down 19 points, or 0.2 percent, at 12,657. The S&P 500 index fell a fraction to 1,313.
The declines follow a two-month surge that lifted the broad S&P 500 index by 13 percent since its recent low on Nov. 25. As fears recede about the European debt crisis, big-time investors such as hedge funds will be drawn back into the market, fueling more gains, said Joe Bell, senior Equity Strategist at Schaeffer's Investment Research.
After such a strong rally, "we could see a ... slight pullback or consolidation; but overall we're bullish," Bell said.
Later Wednesday, Fed Chairman Ben Bernanke will take questions from reporters in his quarterly news conference.
European markets mostly closed lower as Greece's bondholders held a closed-door meeting to discuss whether they will continue to negotiate with the crisis-stricken nation.
Greece wants the investors, mostly banks and hedge funds, to voluntarily write off about half of its debt. Otherwise, Greece will be unable to obtain needed bailout cash and will default. That could set off a financial crisis similar to the aftermath of Lehman Bros.' failure in 2008.
Benchmark stock indexes in Italy and London closed a half-percent lower. Borrowing costs for Italy and France increased, a sign of traders' fears that the debt crisis will spread. Adding to the gloom was a report that Britain's economy shrank by 0.2 percent in the fourth quarter.
With Apple's gains Wednesday, the Cupertino, Calif. electronics maker again surpassed Exxon Mobil Corp. as the company with the biggest market value. Apple said late Tuesday that it sold 37 million iPhones in its fiscal first quarter, the first period after the death of CEO and co-founder Steve Jobs. That was coupled with a big jump in iPad sales to 15.4 million, and a more modest increase in Mac sales.
Apple's net income leapt 118 percent from the same quarter a year earlier. Revenue soared 73 percent. Both results blew the doors off Wall Street's expectations.
Among the other companies making big moves after announcing earnings:
? US Airways Group Inc. jumped 18 percent and Delta Air Lines Inc. rose 6.6 percent. Both carriers reported earnings that were far better than Wall Street analysts expected. The airlines raised fares during the fourth quarter while keeping costs under control. Delta also cut the number of flights it makes to keep pace with demand.
? WellPoint Inc., the nation's largest health care insurer based on enrollment, fell 4.9 percent. The company's fourth-quarter earnings dropped 39 percent, far more than analysts had expected. The Indianapolis company's full-year forecast also fell short of Wall Street's forecasts. Medical claims, its largest expense, rose nearly 10 percent in the quarter.

Since its discovery 150 years ago, scientists have puzzled over whether the winged dinosaur Archaeopteryx represents the missing link in birds' evolution to powered flight. Much of the debate has focused on the iconic creature's wings and the mystery of whether ? and how well ? it could fly.
Some secrets have been revealed by an international team of researchers led by Brown University. Through a novel analytic approach, the researchers have determined that a well-preserved feather on the raven-sized dinosaur's wing was black. The color and parts of cells that would have supplied pigment are evidence the wing feathers were rigid and durable, traits that would have helped Archaeopteryx to fly.
The team also learned from its examination that Archaeopteryx's feather structure is identical to that of living birds, a discovery that shows modern wing feathers had evolved as early as 150 million years ago in the Jurassic period. The study, which appears in Nature Communications, was funded by the National Geographic Society and the U.S. Air Force Office of Scientific Research.
"If Archaeopteryx was flapping or gliding, the presence of melanosomes [pigment-producing parts of a cell] would have given the feathers additional structural support," said Ryan Carney, an evolutionary biologist at Brown and the paper's lead author. "This would have been advantageous during this early evolutionary stage of dinosaur flight."
The Archaeopteryx feather was discovered in a limestone deposit in Germany in 1861, a few years after the publication of Charles Darwin's On the Origin of Species. Paleontologists have long been excited about the fossil and other Archaeopteryx specimens, thinking they place the dinosaur at the base of the bird evolutionary tree. The traits that make Archaeopteryx an evolutionary intermediate between dinosaurs and birds, scientists say, are the combination of reptilian features (teeth, clawed fingers, and a bony tail) and avian features (feathered wings and a wishbone).
The lack of knowledge of Archaeopteryx's feather structure and color bedeviled scientists. Carney, with researchers from Yale University, the University of Akron, and the Carl Zeiss laboratory in Germany, analyzed the feather and discovered that it is a covert, so named because these feathers cover the primary and secondary wing feathers birds use in flight. After two unsuccessful attempts to image the melanosomes, the group tried a more powerful type of scanning electron microscope at Zeiss, where the group located patches of hundreds of the structures still encased in the fossilized feather.
"The third time was the charm, and we finally found the keys to unlocking the feather's original color, hidden in the rock for the past 150 million years," said Carney, a graduate student in the Department of Ecology and Evolutionary Biology, studying with Stephen Gatesy.
Melanosomes had long been known to be present in other fossil feathers, but had been misidentified as bacteria. In 2006, coauthor Jakob Vinther, then a graduate student at Yale, discovered melanin preserved in the ink sac of a fossilized squid. "This made me think that melanin could be fossilized in many other fossils such as feathers," said Vinther, now a postdoctoral researcher at the University of Texas?Austin. "I realized that I had opened a whole new chapter of what we can do to understand the nature of extinct feathered dinosaurs and birds."The team measured the length and width of the sausage-shaped melanosomes, roughly 1 micron long and 250 nanometers wide. To determine the melanosome's color, Akron researchers Matthew Shawkey and Liliana D'Alba statistically compared Archaeopteryx's melanosomes with those found in 87 species of living birds, representing four feather classes: black, gray, brown, and a type found in penguins. "What we found was that the feather was predicted to be black with 95 percent certainty," Carney said.
Next, the team sought to better define the melanosomes' structure. For that, they examined the fossilized barbules ? tiny, rib-like appendages that overlap and interlock like zippers to give a feather rigidity and strength. The barbules and the alignment of melanosomes within them, Carney said, are identical to those found in modern birds.
What the pigment was used for is less clear. The black color of the Archaeopteryx wing feather may have served to regulate body temperature, act as camouflage or be employed for display. But it could have been for flight, too.
"We can't say it's proof that Archaeopteryx was a flier. But what we can say is that in modern bird feathers, these melanosomes provide additional strength and resistance to abrasion from flight, which is why wing feathers and their tips are the most likely areas to be pigmented," Carney said. "With Archaeopteryx, as with birds today, the melanosomes we found would have provided similar structural advantages, regardless of whether the pigmentation initially evolved for another purpose."

LITTLE ROCK, Ark. ? The parents of two of three Arkansas boys who were brutally murdered nearly two decades ago said they're disappointed that a documentary about the killings and the three men convicted, known as the West Memphis Three, was nominated Tuesday for an Academy Award.
Todd and Diana Moore had asked the Academy of Motion Picture Arts and Sciences to exclude "Paradise Lost 3: Purgatory" from consideration, saying it glorifies Damien Echols, Jason Baldwin and Jessie Misskelley. The three spent 18 years in prison, long claiming their innocence and attracting attention from celebrities, before reaching a deal with prosecutors to be set free last year.
The film, directed by Joe Berlinger and Bruce Sinofsky, is the third in a series of HBO documentaries about the case. The 8-year-old Cub Scouts ? Michael Moore, Stevie Branch and Christopher Byers ? were found dead in 1993 in West Memphis, a town along the Mississippi River. Two drowned in a drainage ditch, the other bled to death; all were found naked and tied up.
The Moores, along with Stevie Branch's father and stepfather, sent a letter to the Academy and reporters on Tuesday expressing their "sadness, disappointment, and outrage" about the Oscar nod.
"This film should be exposed as a fraud, not rewarded with an Academy Award nomination," they wrote.
Berlinger, who was at the Sundance Film Festival in Utah, said in an email that he was sympathetic to the victims' families.
"We believe that the pursuit of the truth has been the best way to honor the memories of the victims of this unimaginable crime and our hearts go out to those who are criticizing us," he said.
The Academy didn't immediately respond to an email seeking comment. The film was among five documentary features nominated for an Oscar.
The first film aired in 1996 and immediately raised doubts about the case. Over the years, celebrities such as Johnny Depp, Pearl Jam frontman Eddie Vedder and the Dixie Chicks' Natalie Maines joined the effort to free Echols, who was sentenced to death, and Baldwin and Misskelley, who received life prison sentences.
The three men were freed in August after pleading guilty to lesser charges in exchange for sentences of the 18 years they'd already served. An unusual legal maneuver allowed the men to maintain their claims of innocence.
Since then, the men have been relearning to live outside prison walls and new films are chronicling the case. "Paradise Lost 3: Purgatory" premiered last year, and another film, "West of Memphis," premiered at the Sundance Film Festival this month.
The letter from the Moores comes shortly after Pam Hobbs, Stevie Branch's mother, asked the state to reopen the case after she saw new evidence in "West of Memphis." She believes Echols, Baldwin and Misskelley did not murder her son.
Prosecutor Scott Ellington, who handled the case in August, didn't respond to a phone message left Tuesday. He has said he believes the real killers were convicted but promised to look at new defense evidence.
Echols, Baldwin and Misskelley were convicted after Misskelley unexpectedly confessed and implicated the other two, describing sodomy and other violence. Misskelley, then 17, later recanted, and defense lawyers said he got several parts of the story wrong. An autopsy found there was no definite evidence of sexual assault, and Misskelley said the older boys abducted the Cub Scouts in the morning, when they had actually been in school all day.

MELBOURNE, Australia ? Rafael Nadal advanced to the third round of the Australian Open on Wednesday without much trouble from his opponent or his injured right knee. Rival Roger Federer got through without picking up a racket
Nadal beat German veteran Tommy Haas 6-4, 6-3, 6-4 in a 2 1/2-hour match, declaring that the twisted tendon in the heavily taped knee was not a concern.
Just before Federer was due on Hisense Arena, the Swiss found out that his scheduled opponent, Germany's Andreas Beck, had a back injury and had to withdraw.
"Now, I'll just take it easy this afternoon and come out tomorrow and hit intensely, and then I'll be ready for the next match," said Federer, a four-time Australian Open winner.
Nadal, asked after his match if he would have appreciated the same kind of good fortune, was pragmatic.
"Before the day started, yes," he said, smiling. "Now that I've played and won, I'm happy. It was a positive match, but not that demanding. We didn't play four hours, five hours. Three sets, so it wasn't that tough."
Nadal and Federer could meet in the semifinals next week. Top-seeded Novak Djokovic and fourth-seeded Andy Murray, the threats from the other side of the draw, play their second-rounders Thursday.

WASHINGTON ? The Obama administration is providing senior state and local police officials with its analysis of homegrown terrorism incidents, including common signs law enforcement can use to identify violent extremists.
The warning signs identified for police include someone joining a group advocating violence, receiving support from a network that plans attacks or seeking out charismatic leaders who encourage violence. The analysis was conducted by the Homeland Security Department, the FBI and the National Counterterrorism Center. An overview of the findings was shared with The Associated Press.
The conference Wednesday at the White House marks the first time this unclassified analysis will be presented to 46 senior federal, state and local law enforcement officials, many of whom are police chiefs and sheriffs. The conference will also include sessions on other programs the federal government has for countering violent extremism and a briefing from a deputy chief of the Los Angeles Police Department about what the city has done on this front.
"Engaging local communities is critical to our nation's effort to counter violent extremism and violent crime, and this meeting brings together many of our partners," Homeland Security Secretary Janet Napolitano said. Napolitano, Attorney General Eric Holder and the president's counterterrorism adviser, John Brennan, planned to attend the White House conference.
There has been an uptick in attempted attacks by Americans and other legal U.S. residents in the past few years, prompting the Obama administration to place a priority on finding ways to stop this type of violence. The administration rolled out a thin strategy last year that put local communities ? not Washington ? in charge of countering violent extremism in the U.S. That strategy was short on details and did not focus on threats from Islamic extremists.
The White House has encouraged law enforcement to reach out to Muslim communities to build relationships, insisting that these communities are partners in the fight against terrorism. At the same time, the government is trying to develop ways to help local law enforcement detect behavior that could indicate someone is plotting a violent attack. The challenge has been to provide behavioral indicators that indicate the potential for violence rather than religious beliefs or other constitutionally-protected rights.
Analysts from the FBI, Homeland Security Department and National Counterterrorism Center reviewed 62 cases of homegrown violent extremists and found basic similarities. The cases included violent extremists who adhered to a mix of ideologies, including people who ascribed to white supremacist beliefs and people inspired by a violent interpretation of Islam. The analysis is not a psychological profile of a homegrown terrorist, but instead offers similarities among cases that could help local law enforcement better understand and detect threats.
In the 62 cases reviewed, the subjects increasingly spoke out against the government, blamed the government for perceived problems and did so in a way that caught the attention of other people in their communities, according to the senior counterterrorism official who spoke on condition of anonymity to discuss the private White House event. Subjects became active on the Internet to espouse extremist views. In some cases, the subjects purchased weapons, ammunition or explosive materials.
Analysts found that a person's origin, ethnic background and socioeconomic status are not good indicators for potential violent extremist activity, the senior counterterrorism official said.
Later this month, a training program for local law enforcement on countering violent extremism will be tested in Southern California, and the government intends to roll out the training to the rest of the country through 2012. Part of the training will focus on understanding constitutionally protected activities so law enforcement can distinguish between illegal acts and free speech. The official said the FBI academy plans to incorporate this training into its programs as well.
The FBI came under fire last year for some controversial training sessions that portrayed Islam as a violent religion.

Mexican authorities have arrested one of the leaders of the powerful Knights Templar drug cartel on the outskirts of Mexico City during an operation involving dozens of marines.
Ariel Pineda Jim?nez or Pinedo Jim?nez, known as "El Cepill?n," was detained in Xochimilco on Tuesday evening after "intense naval intelligence work," according to a statement by the Secretary of the Navy.
Pineda Jim?nez, who allegedly operated in the central state of Guanajuato, is on the Mexican attorney general's list of most-wanted for his involvement in kidnapping and murder, Mexico's Milenio magazine reported.
A convoy of at least five trucks carrying armed personal shut?streets in the?area?to safeguard the population,?Milenio reported.? At least 50 marines were used in the operation, it said.
Sources told the magazine that Clinica Ditox, a center for drug addicts and alcoholics, was also searched as part of the operation.
Los Caballeros Templarios, or The Knights Templar, which was formed in 2011 after splitting off from La Familia cartel, is thought to control a large part of the methamphetamine and marijuana trade in the west of Mexico. El Cepill?n is the stage name of a popular clown, children's entertainer and TV personality in Mexico.
The operation was part of the ongoing war on drugs launched by the country's president, Felipe Calderon, in December, 2006.? Since then, an estimated 47,515 people have been killed in the violence, the country's attorney general's office (link in Spanish) reported last week.

LOS ANGELES ? Lindsay Lohan is returning to court to give a judge her second update on how she's faring under strict new probation requirements.
The hearing on Tuesday is expected to be much like Lohan's last progress update: short and without surprises.
The starlet has been doing cleanup work at the county morgue and attending psychotherapy sessions in an effort to avoid problems with her probation for separate drunken driving and theft cases.
Lohan's spokesman Steve Honig says the actress has made her community service her "primary focus" and is eager for Superior Court Judge Stephanie Sautner to receive the details.
The 25-year-old struggled with her probation until Sautner imposed a series of tough new rules, including monthly meetings with the court, in November.

LAGOS, Nigeria ? Labor unions ended a crippling nationwide strike Monday in Nigeria after the country's president partially restored subsidies that keep gasoline prices low, though it took soldiers deployed in the streets to stop demonstrations in Africa's most populous nation.
Union leaders claimed a victory for labor, saying this would allow its leaders to guide the country's policy on fuel subsidies in the future. But the newly agreed price of about $2.27 a gallon (60 cents a liter) is still more expensive than the previous price of $1.70 per gallon (45 cents per liter), putting additional economic strain on those living in a nation where most earn less than $2 a day and few see the rewards of being a major oil exporter.
And to force the compromise and stop popular protests, President Goodluck Jonathan ordered soldiers to take over security in the country's major cities, something unseen since the nation abandoned military rule for an uneasy democracy in 1999. The move raises new questions about freedom of speech in a nation where government power still appears absolute.
"This is a clear case of intolerance and shutting of the democratic space against the people of Nigeria which must be condemned by all democracy-loving people around the world," read a statement from the Save Nigeria Group, which has organized massive demonstrations in Lagos.
The six-day strike began after fuel prices more than doubled to at least $3.50 per gallon (94 cents per liter) following a Jan. 1 decision by Jonathan's administration to end the government-sponsored subsidies. Low gasoline prices, something Nigeria has been accustomed to since 1973, remain one of the only benefits the average Nigerian sees from the nation producing 2.4 million barrels of crude oil a day. Gasoline also powers the small generators that provide shops and homes electricity in a nation with a failed national power grid.
Many protesters also joined the growing demonstrations to speak out against a culture of government corruption in a nation where lawmakers earn pay packages of $1 million a year and states have budgets larger than neighboring countries. Under the hash-tagged slogan of "Occupy Nigeria," many used social media to criticize the nation's poor roads and failing hospitals amid the excesses of the country's elite.
The government tried to persuade the nation to its side, promising the estimated $8 billion saved a year by ending the subsidies would go toward needed public work projects. That failed to win popular support as tens of thousands joined in protests across the country.
In the last two days, government authorities began warning that provocateurs wanted to exploit the rallies to cause unrest in a nation with a long history of coups.
"It has become clear to government and all well-meaning Nigerians that other interests beyond the implementation of the deregulation policy have hijacked the protest. ... These same interests seek to promote discord, anarchy and insecurity to the detriment of public peace," President Jonathan said in a speech aired Monday morning on the state-run Nigerian Television Authority.
Jonathan gave no further explanation to his remarks. Opposition politicians did sometimes lead demonstrations, but they were not connected to the violence that killed at least 10 people and wounded more than 600 others during strikes.
The Nigeria Labor Congress and the Trade Union Congress told journalists on Monday they chose to abandon the strike "in order to save lives and in the interest of national survival." They previously met with Jonathan late Sunday night, who made the same claims about security concerns.
"We are sure that no government or institution will take Nigerians for granted again," said Abdulwaheed Omar, the president of the Nigeria Labor Congress.
That did not appear the case as soldiers and armored personnel carriers moved in overnight to occupy a park in Lagos where tens of thousands had gathered to protest. Soldiers also took over major highways and road junctions throughout Lagos, home to 15 million people, and in Kano, Nigeria's second-largest city.
Labor organizers had urged workers to stay home on Monday after Jonathan's appeal Sunday night. At the Lagos headquarters of the Nigeria Labor Congress, some 50 protesters gathered anyway. Lawyer Bamidele Aturu led the crowd in chants and cheers, comparing the president to military rulers of the past who used soldiers to suppress dissent.
"It's very clear the revolution has begun!" Aturu shouted. However, those gathered looked warily at passing pickup trucks filled with soldiers.
The protesters began to march, passing soldiers who slung their assault rifles over their shoulders, allowing them to walk on. But as they drew closer to the surrounded Lagos park, around 20 soldiers arrived in two pickup trucks to cut them off, with bayonets affixed to their assault rifles. They told the protesters to go back and some of them began to turn around.
Soldiers fired into the air and tear gassed the crowd to disperse it, leaving protesters running through a stinging white cloud as gunshots echoed down the highway.
Meanwhile, authorities also targeted some foreign media outlets in Lagos. Officers of the State Security Service, Nigeria's secret police, raided an office compound Monday used by the BBC and CNN, witnesses said. Marilyn Ogar, a secret police spokeswoman, said she had no information about the raid.
Though an oil workers association threatened to cut Nigeria's crude oil production, they held off. Such a shutdown could have shaken oil futures, as Nigeria is the fifth-largest crude supplier to the U.S.
Meanwhile, an offshore rig being run for a Chevron Corp. subsidiary near Nigeria's oil-rich southern delta caught fire and officials tried to account for all the workers there, the oil company said. Chevron spokesman Scott Walker said the fire started early Monday morning. Government officials blamed the fire on an industrial accident.

Cancers rarely are deadly unless they evolve the ability to grow beyond the tissues in which they first arise. Normally, cells -- even early-stage tumor cells -- are tethered to scaffolding that helps to restrain any destructive tendencies. But scientists from the University of Helsinki, Finland, and from UCSF have identified a cleaver-wielding protein that frees some tumor cells, allowing them to further misbehave.
The protein, they discovered, often blankets the surface of breast tumor cells and can help untether the cells from the matrix of their native tissue. Once released, they may continue to expand their numbers into other tissues where their normal counterparts do not tread.
The protein, called hepsin, is a protease, a class of enzymes that cleaves, or cuts, other proteins. Proteases have been targeted successfully by drugs, and hepsin presents a new possible drug target, the researchers said.
"If we could delay or prevent a tumor from switching from one that grows in place to one that invades, then that would be a major milestone in cancer treatment," said study co-author Zena Werb, PhD, a professor of anatomy at UCSF. Werb has for decades studied the ways in which the behavior of tumor cells is influenced by their surroundings, with a focus on breast tumors.
Working with mouse models of breast development and breast cancer in Werb's UCSF laboratory during a visiting professorship, University of Helsinki scientist Juha Klefstr?m, PhD -- along with Johanna Partanen, a University of Helsinki graduate student -- designed and led experiments that resulted in the discovery of the hepsin protein's role.
Their findings are published in the January 16, 2012 edition of the Proceedings of the American Academy of Sciences (PNAS).
The scientists studied mammary glands in mice and tissue fragments ? called organoids ? isolated from these glands.
They found that inactivation of a tumor suppressor gene known as liver kinase B1 (Lkb1) caused abnormal development of parts of the mammary gland, including milk-secreting structures. Specifically, they determined that a tightly knit matrix of protein fibers called the basement membrane -- which normally surrounds the milk-secreting structures -- was damaged and degraded.
These events may be triggered in many tumors, the team said, as they found that Lkb1 was abnormally missing in 1 out of every 4 human breast cancer samples they looked at.
Most solid tumors arise from "epithelial" cells, which line the surfaces and cavities of organs. The basement membrane, in turn, lines epithelial cell layers in tissues.
In their mouse studies, the researchers quickly settled on hepsin as a suspect in the destruction of the basement membrane that in turn allows tumor cells to become unbound. In the absence of Lkb1, the protein-cleaving enzyme was abnormally spread over the cell surface. They found that deactivating hepsin allowed the basement membrane to recover.
Graduate student Partanen sought to recapitulate the development of cancer by re-engineering the mice, knocking Lkb1 out of normal mammary epithelial cells. Again, hepsin spread abnormally and basement membrane proteins were sliced and diced. After a year, though, she found that the mice had not grown mammary tumors.
"I was disappointed with the results," she said. "However, then I realized that although broken basement membrane may give cells more freedom to proliferate, the cells may just lay there, resting, and not start to over-proliferate unless they are pushed into cycles of cell division."
Partanen then re-engineered the mice so that they also abnormally activated a gene called Myc, which, is known to help initiate tumors in many tissues, including breast epithelium. She soon saw the mice begin to form tumors.
"We found in our study that genetic removal of hepsin from the mammary gland organoids prevents formation of cancerous tissue," Klefstr?m said. "This finding excites us, as it leads us to think that inhibition of hepsin by drug-like molecules could restrain cancer progression.
"However, we do not know yet if we can cure already-formed tumors by blocking hepsin activity. We need to first improve our experimental systems to properly address this question."
According to Web, "We have observed that loss of Lkb1, combined with activation of a weak inducer of breast cancer ? an oncogene such as Myc ? can produce aggressive cancers.
"In humans, breast cancers that have diminished amounts of Lkb1 show strong hepsin expression. Since hepsin sits on the cell membrane, it should be accessible to drugs. We believe that hepsin forms a novel target for treatment of a subset of breast cancer patients."

GREEN BAY, Wis. ? For the Green Bay Packers, Sunday's playoff game against the New York Giants brings up not-so-fond memories of Brett Favre's interception in overtime that led to an NFC title game loss four years ago.
With Aaron Rodgers under center for the Packers ever since, that deflating feeling of watching a quarterback give away the game with a bad decision or wild throw remains just that ? a memory.
Much is made of the idea that Rodgers had three years on the bench behind Favre to learn how to play quarterback in the NFL. For all of Favre's brilliant plays and big moments, wide receiver Greg Jennings thinks it's possible that Rodgers spent some of that time learning what not to do.
"It's like, `I'm not going to do that when I get in that position,'" Jennings said. "Without him ever even saying that, you know that crosses your mind: `I'm going to make that play when I get my opportunity. I'm not going to make THAT play when I get my chance.'"
Rodgers doesn't trace his distaste for turnovers back to that frigid NFC championship game against the Giants ? "That game, I was just trying to stay warm most of the time," he joked ? or any other moment he spent behind Favre.
Instead, Rodgers said it goes back to his days at Pleasant Valley High School in Chico, Calif..
"I mean, that's No. 1, it really is ? really going back to my freshman year of high school, when I actually threw more interceptions than touchdowns," Rodgers said. "Just making a conscious decision to be smart with the football. Since then, I haven't had any of those years."
Four years into his tenure as the Packers' starter, Rodgers has established himself as an elite quarterback, a Super Bowl MVP who can make all the throws, dodge pressure with his feet and generally light up scoreboards.
His most impressive trait might be his uncanny knack for avoiding big mistakes.
In 502 passing attempts this season, Rodgers completed 68.3 percent of his passes for 4,643 yards with 45 touchdowns and six ? six! ? interceptions.
"His decision-making is second to none," Jennings said. "He's so smart and he's so aware of the situation, down and distance, where we are in the game, what play he needs to try to make ? and what play, `Hmm, I don't need to try to force this.'"
After watching Rodgers march the Packers to a game-winning field goal in a 38-35 victory on Dec. 4, the Giants know what they're in for Sunday.
"He has great velocity on the ball, he has great accuracy and good vision," Giants coach Tom Coughlin said. "He sees people from the corner of his eye. He moves the ball around and has large contributions from a whole bunch of players so the distribution of the ball is handled very, very well."
With winter finally making an appearance in Green Bay this week, Rodgers said he doesn't expect cold or snow to hurt his game.
"I don't know what everybody else is feeling, I'm kind of hoping for 10 or 15 degrees on Sunday," Rodgers said.
The weather had been unseasonably pleasant in Green Bay this week, with a record high of 51 degrees Wednesday.
"I was telling a couple of the rookies, particularly the ones from the South, this is the best day you'll see in the next six months so you better suck it all in," McCarthy said then.
That changed in a hurry Thursday as a snowstorm swept across the Midwest, reminding everyone that it's January.
"We've been in the bad weather before," Jennings said. "We've performed well in the bad weather. It's just all about execution."
The forecast for Sunday calls for temperatures in the low 30s. But the one thing that can really set a quarterback back, high winds, aren't expected. McCarthy said he expects winds between 6 mph and 8 mph on Sunday.
Backup Matt Flynn recently showed that huge offensive numbers are possible even in the wind, throwing for a franchise-record 480 yards and six touchdowns despite 20-mph winds in the Packers' regular-season finale against Detroit. Jennings was impressed by Flynn's performance in that game, and figures Rodgers might be even more effective in bad weather.
"No disrespect to Matt in any way, Matt is going to be a phenomenal quarterback, he is a great quarterback, but Aaron, he has a couple years on Matt," Jennings said. "He can do some things special."
