WASHINGTON (AP) ? Nationals manager Davey Johnson was talking to general manager Mike Rizzo on Saturday when he called for Bryce Harper to come over.

Harper thought it was one of two things: "I was thinking I was going down because Rizzo and everybody was over there or the All-Star game," he said.

Forget about that minor league return, Bryce. Next stop, baseball's showcase game in Kansas City.

The 19-year-old Harper became the youngest position player to make the Midsummer Classic and third youngest All-Star ever when NL manager Tony La Russa selected the precocious outfielder to replace injured Marlins slugger Giancarlo Stanton.

Atlanta Braves speedster Michael Bourn also made the NL team Saturday, replacing Washington Nationals shortstop Ian Desmond.

"Words can't explain it right now," Harper said following Washington's 4-1 victory over the Colorado Rockies. "I think it's exciting to go and I'm excited to get there and be around all the top guys in the country, of course, top guys in baseball. So I'm just going to take it all in, try to enjoy it with the family and try to just be as mellow and calm as I can."

Stanton left in the third inning of Miami's 3-2 loss at St. Louis and the Marlins said their lone All-Star representative would have arthroscopic right knee surgery on Sunday, shelving one of baseball's best young sluggers for next week's festivities.

"He might be out for a month or six weeks, that's what I think," manager Ozzie Guillen said. "Hopefully less. We're better off that way because that kid couldn't do anything."

Pittsburgh Pirates center fielder Andrew McCutchen will take Stanton's spot for Monday night's home run derby.

Desmond has been dealing with a left oblique strain and is going to use the break to rest. He consulted with team doctors, management and La Russa before the decision was made to skip the game.

"It's definitely a tough decision, one that we spent quite a few days kind of mulling over," said Desmond, a first-time All-Star. "But in the end I think it's best for the team and best for myself to take the rest. I would hate to be two, three weeks down the road and something happened and I didn't take the four days to rest my body and put the team first."

Bourn made the NL team for the second time. He entered Saturday's game at Philadelphia with a .305 batting average, seven homers, 32 RBIs and 23 stolen bases.

Desmond's absence put a damper on what could be the first of many All-Star appearances for Harper, who was the No. 1 overall pick in the 2010 amateur draft.

"I think he's had a great year and has had a great first half," Harper said. "So it's going to be a bummer him not being there. He's one of the best shortstops in baseball right now. It kind of sucks that he's not going."

Harper began the year in the minors but was promoted on April 28. He quickly made an impression with his all-out play for NL East-leading Washington, and is batting .283 with eight homers and 25 RBIs in 61 games.

The Las Vegas native, who was born on Oct. 16, 1992, is the youngest All-Star since New York Mets ace Dwight Gooden, who was about a month younger than Harper when he pitched two scoreless innings in the NL's 3-1 win in 1984. Gooden is the youngest All-Star ever, followed by Hall of Famer Bob Feller in 1938.

The record for youngest position player was held by Minnesota Twins catcher Butch Wynegar, who was 20 when he played in the AL's 7-1 loss in 1976.

"I think that's a pretty cool deal," Harper said. "And I'm excited. I really am. I'm really excited to get out there and be around those kind of guys and just try to actually enjoy myself as much as I can and really take it all in."

Turning history's 'lost' into 'found': Pictorial history-map of Santa Catarina Ixtepeji, a village in Mexico rediscovered

ScienceDaily (July 5, 2012) ? A rare 17th-century Latin American document that was "lost" for nearly a century resurfaced earlier this year. The kicker: It was right where it should have been all along -- in the American Geographical Society (AGS) Library at the University of Wisconsin-Milwaukee (UWM).

But it's a wonder that the document -- a pictorial history-map of Santa Catarina Ixtepeji, a village in Mexico -- was rediscovered at all.

The 7-foot-long painted scroll is one of the few known pictorial documents that contain text in the indigenous Zapotec language. It had been in the hands of private collectors early in the 20th century, including California mining engineer A.E. Place, who sold it to the AGS in 1917 for $350.

Fast forward to 1978. The AGS collection moved from New York to UWM, where archivists have been piecing together the stories of the more than 1 million items in the collection bit by bit over the last 34 years. The contents include maps, globes, diaries and other memorabilia gathered by the society's member-explorers, from Charles Lindbergh to Teddy Roosevelt.

In 1995, AGSL curator Christopher Baruth came across a tattered scroll containing both writing and pictures. There were no markings on it to link it to a card in the collection's catalog. "I had asked someone about it at that time," he remembers, "but that person didn't think it was anything of significance."

That could have been the end of the story. Baruth formally retired in 2011 after 31 years with the AGSL, 16 as curator. After fielding a staff member's question about the scroll while organizing his office, Baruth decided to get a second opinion.

He called Aims McGuinness, UWM associate professor of history, who could tell that the scroll was written in both Spanish and an indigenous language. To home in on its origin, McGuinness consulted with someone who specializes in colonial Latin America -- and she was just downtown at Marquette University.

It takes a community

Laura Matthew, an assistant professor of history, remembers being psyched to see the "mystery document," which, she says, recounts the history of leadership and land ownership in a specific town in Mexico. "It continued an older tradition of documents kept by royal houses that were intended to accompany an oral presentation, like a visual aid."

The document was written in both the native and Spanish languages because it would have been used to legitimize land ownership in a bureaucratic process involving Spanish officials. Two dates inscribed on it -- 1691 and 1709 -- were probably the dates it was used, Matthew surmises.

Matthew is not an expert in Zapotec, but she knows someone who is. Michel Oudijk at the Universidad Nacional Aut?noma de M?xico knew exactly what the scroll was from looking at emailed photos -- and he knew because he had been looking for it for more than a decade.

"That's when we knew we had something valuable," says Matthew. "And luck played a part, because he had already studied this type of document and that made for a fast identification."

Oudijk and colleague Sebasti?n van Doesburg had found scholarly reports from the 1960s indicating two documents from Santa Catarina Ixtepeji had been sold in the early 20th century. One was sold by a British consular official in Oaxaca named Rickards, a Mexican of Scottish descent. But the research did not reveal that mining engineer Place was the buyer, or that it had ended up at the AGS.

Mystery solved

That information came some 50 years later when UWM's Baruth consulted the last batch of archival material -- 10,000 pounds of it -- that arrived in Milwaukee from New York in 2010. He unearthed a letter from Place, dated 1917, stating the price he wanted for his piece of antiquity. It provided the final piece in the puzzle of how the rare scroll had found its way from Mexico to Milwaukee.

Baruth believes that Place probably secured the artifact from Rickards, as the two were both in the mining community around Oaxaca.

By the time Place wanted to sell the artifact, the AGS was preoccupied with boundary disputes in Europe as World War I drew to a close. Baruth suspects that's why the document entered the collection with little notice. It was mostly likely shelved without sufficient identification and forgotten.

The discovery and identification of this piece illustrates the value of the work by librarians, archivists and the global community of scholars, says McGuinness.

"This is more than just a curiosity," he says. "This document tells us in the present something about Mexico that we would not otherwise have known. So UWM and Marquette are part of a circuit that creates and disseminates information of worldwide significance."

Collaboration extended beyond the academic. Jim DeYoung, senior conservator at the Milwaukee Art Museum, advised that the scroll never be rolled again. He designed and constructed the frame that it is now displayed in.

Through it all, McGuinness' and Matthew's students witnessed the mystery unfold. "This has been invaluable to teach students about the impact of research," says McGuinness. "My students could see knowledge being produced and the cooperation among institutions that made it happen."

New report blasts Japan?s preparation for, response to Fukushima disaster

In contrast, the report released Thursday suggested that the 9.0-magnitude earthquake that triggered the tsunami may also have caused critical damage that led to the series of meltdowns. It argued that the nuclear power plants could and should have been made more quake-proof, and blamed lax safety measures on what it called the country?s powerful and ?collusive? decision makers and on a conformist culture that allowed them to operate with little scrutiny.

The nuclear bloc, while reassuring the nation about its safe atomic plants, ignored safeguards that would have helped strengthen the Fukushima facility against a massive but foreseeable earthquake, the 641-page report said.

In a blistering assessment, authors described how regulators and nuclear operators went to painstaking lengths to either ignore safety risks at the plant or cover them up. It accused Tepco and government officials of slow and faulty communication after the disaster, which, the report said hampered the emergency response.

Both regulators and nuclear operators disregarded earlier warnings from outside watchdog groups that earthquakes posed a significant safety risk to the nuclear plants, an English summary of the report said. In the process, they ?effectively betrayed the nation?s right to be safe from nuclear accidents.?

?What must be admitted ? very painfully ? is that this was a disaster ?Made in Japan,? ? investigation Chairman Kiyoshi Kurokawa wrote in the introduction to the report. ?Its fundamental causes are to be found in the ingrained conventions of Japanese culture: our reflexive obedience; our reluctance to question authority; our devotion to ?sticking with the program?; our groupism; and our insularity.?

Before the accident, nuclear power supplied almost a third of Japan?s energy. But many plants sit near seismic faults, and the parliamentary panel?s suggestion about earthquake damage could increase already fierce public opposition to restarting the nuclear reactors. It might also force Japanese utilities to perform pricey earthquake retro-fitting.

The triple meltdown at the Fukushima plant forced the evacuation of more than 100,000 people and spread significant radiation across 700 square miles of land. Facing growing public opposition to atomic energy, Japan shuttered all its nuclear plants after the disaster. Only on Thursday did the first reactor ? at the Ohi plant in western Japan ? resume generation.

The report raised the possibility that the earthquake damaged critical safety equipment. Tepco, the report said, was quick to blame the tsunami in its own statements, presumably as a way to ?avoid responsibility? by attributing the meltdowns to the unexpected tsunami, rather than the ?more foreseeable earthquake.?

Japan needs to overhaul its nuclear regulation system, the report said, creating an independent watchdog: Previously, the safety agency was a part of the same government ministry that promoted nuclear power. The report said the Nuclear and Industrial Safety Agency (NISA) did not press Tepco to prepare for a so-called full station blackout ? the loss of main and backup power ? because the ?probability was small.? NISA, instead, asked Tepco to explain why new prevention measures would not be necessary.

The report released Thursday describes a post-tsunami breakdown in communication and cooperation between those who operated the Fukushima plant and those who handled Japan?s nuclear safety.

The prime minister?s office waited too long to declare a state of emergency. Tepco?s disaster response manuals were out of date and missing key diagrams. The company was too slow in relaying information to the government.

Then-Prime Minister Naoto Kan traveled to the plant mid-meltdown and ?diverted the attention and time of the on-site operational staff and confused the line of command.?

?Had the head office of Tepco actively communicated the on-site situation from the start, and explained the severity of the situation to the other parties,? the report said, ?there is a possibility that the distrust ? and the confusion in the chain of command that followed ? could have been prevented.?

The 10-member commission compiled its report based on more than 1,000 interviews and 900 hours of hearings.

<P>Another day, another paparazzi dust-up for <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a>. The "Boyfriend" singer, who is already facing potential legal action over a previous <a href="/news/articles/1685942/justin-bieber-paparazzo-criminal-battery.jhtml">criminal battery complaint</a>&#8232; after a <a href="/news/articles/1686106/justin-bieber-selena-gomez-battery-investigation.jhtml">shoving match</a>&#8232; with a tabloid snapper, was pulled over in Los Angeles on Friday (July 6) after allegedly flooring it to evade the paps.</P><P>According to <a href="http://www.tmz.com/2012/07/06/justin-bieber-freeway-chase-speeding-paparazzi-l-a-city-councilman-dennis-zine/" target="_blank">TMZ</a>, Los Angeles police cited Bieber, 18, for speeding on the 101 Freeway. An alleged witness to the singer's lead foot, Los Angeles City Councilman Dennis Zine, told the site that he thinks Bieber should have lost his license, been arrested and locked up.</P><P>Zine, who was an LAPD motor officer for 18 years, happened to be on the 101 when he allegedly spotted Bieber's tricked-out, all-silver Fisker Karma zooming by at what he claimed were speeds exceeding 100 m.p.h. The councilman claimed that Bieber was trying to lose a team of paparazzi who were chasing him.</P><P>"Bieber was driving like a maniac," said Zine. "He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane ... If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship. He was a maniac."</P><P>While a spokesperson for Bieber had no comment at press time, his manager, Scooter Braun, denied Zine's claims and said the councilman was just "looking for a headline." Braun said Bieber was cited for going 80 m.p.h. and that he was being chase by the photographers at the time. He added that the paparazzi resumed their chase a short time after Bieber was pulled over, prompting the young star to call 911 for help.</P><P>A law enforcement source said the California Highway Patrol is investigating the paparazzi for possibly causing a dangerous situation. The one thing Zine agrees with Braun on is that the paparazzi were acting irresponsibly. He claimed they were driving on the shoulder of the freeway and causing an "extreme hazard." Even after Bieber was pulled over by cops, he was reportedly surrounded by four photographers angling for a shot.</P><P>This is not the first time Bieber has run into trouble in his custom ride. Over the past year he's gotten ticketed for making an <a href="http://newsroom.mtv.com/2011/12/15/justin-biebers-batmobile-gets-pulled-over/">unsafe turn</a>, cutting off a highway patrolman and reportedly for looking too young to drive.</P><P><a href="http://www.mtv.com/photos/?fid=1617615"><img src="http://www.mtv.com/news/photos/s/spotted/banner/spotted.jpg"></a></p>
