Union accuses OceanaGold of hypocrisy

Updated at 1:35 pm today

The union representing mine workers has accused mining firm OceanaGold of hypocrisy over safety.

OceanaGold told a select committee on Thursday legislation to improve mine safety in the wake of the Pike River disaster should not apply to mines that are above ground and are not coal mines.

Alan Clarence of the Engineering, Printing and Manufacturing Union says Oceana Gold told the committee it was squeaky clean, while knowing its Reefton mine has a prohibition notice in place.

He says waste-tipping trucks were at serious risk of falling down a 50-metre cliff.

The Ministry of Business, Innovation and Employment has confirmed the prohibition notice but declined to give details.

Some U.S. embassies overseas to close Sunday over security

WASHINGTON (AP) ? State Department spokeswoman Marie Harf says an unspecified number of U.S. embassies and consulates around the globe will be closed Sunday due to security concerns.

Harf says Thursday that it's a precautionary step, taken out of an "abundance of caution" because of unspecified information indicating a threat to U.S. facilities overseas. She says the diplomatic facilities may stay closed for more than a day, depending on analysis of the threat information.

Harf would not give a geographic location or say whether the information was related to terrorism. But she did point out the administration issued guidelines in February on potential terrorist threats around the world.

The last major warning came last fall when embassies warned American diplomatic facilities across the Muslim world of potential violence around Sept. 11.

San Diego sues its own mayor in sex harassment case

By Marty Graham

SAN DIEGO (Reuters) - The city of San Diego sued its embattled mayor on Tuesday, seeking to recover from him any damages it might face in a lawsuit filed by his former press secretary, one of seven women to publicly accuse him of unwanted sexual advances.

The legal action against Mayor Bob Filner, approved by a unanimous vote of the city council earlier in the day, marked the latest blow against the 70-year-old Democrat as he faces mounting pressure to step down.

Despite calls from across the city and from powerful members of his own party to resign, Filner, a former congressman elected mayor just last year, has said that he would instead stay in office while undergoing two weeks of behavioral therapy.

Seven women have publicly accused Filner of unwanted sexual advances and one of them, former communications director Irene McCormack Jackson, last week filed a sexual harassment lawsuit against him and the city in San Diego Superior Court.

The city filed its lawsuit as a cross-complaint to Jackson's, seeking to recover from Filner any damages it might be ordered to pay, along with court costs and attorneys fees.

"If Bob Filner engaged in unlawful conduct and the city is held liable, he will have to reimburse us every penny the city pays and its attorney fees," City Attorney Jan Goldsmith, who had clashed with the mayor before the scandal emerged this month, said in a written statement.

Seven of nine members of the City Council, including Council President Todd Gloria who is a Democrat, have called on Filner to resign; two recall campaigns have been launched against him.

A spokeswoman for the mayor could not be reached for comment on Tuesday afternoon.

LEGAL, POLITICAL FIGHT

Hours after the city's lawsuit was filed, council members voted unanimously to deny a request from Filner's private attorney, Harvey Berger, to authorize the city to assume the mayor's legal defense costs in the case. City attorney Goldsmith already has declined to defend the mayor.

"The mayor has no right to expect a blank check from San Diego taxpayers to cover for his bad acts," Gloria said after the vote.

University of California, San Diego, political science professor Steven Erie said that it was rare for a city to refuse to pay for the legal defense of an employer in a sexual harassment lawsuit.

"It tells you just how bad mayor-council relationships have become," Erie said.

In the face of opposition from the City Council, Filner could establish a legal defense fund and raise donations to pay for his own attorney, Erie said, though he added: "The question is how much and how many and whether they want their names to be made public."

On Sunday, U.S. Senator Dianne Feinstein of California became the latest prominent Democrat to call for Filner's resignation during an interview on CNN. U.S. Representatives Susan Davis and Scott Peters, whose districts include parts of San Diego, previously called for him to step down.

Last week U.S. House Minority Leader Nancy Pelosi said Filner should seek private counseling and compared his behavior to the conduct of another ex-congressman engulfed in a sex scandal since he turned to mayoral politics, Democrat Anthony Weiner of New York.

Weiner faces calls to withdraw from the New York City mayor's race after admitting he sent lewd online messages to women since he resigned from Capitol Hill over such behavior two years ago.

Council Questions if Marion Mayor Can Keep City Afloat Financially (VIDEO)

July 30, 2013 Updated Jul 30, 2013 at 5:32 PM EDT

MARION, Ind. (www.incnow.tv) - Council members for the City of Marion are worried about the city's financial future. The budget committee is questioning if the mayor has the cash on hand to pay the city's bills through the end of 2013.

"I do not feel comfortable with it," said Joselyn Whitticker, Councilwoman At Large, (D) Marion.

"It's all political. As soon as I announced I was running for treasurer these meetings started," said Mayor Wayne Seybold, (R) Marion.

Many members of council are concerned with the city borrowing money to keep a balanced budget.

"At some point, we must pay those loans back, and how are we going to do that," said Whitticker.

The city is using a $3 million loan to offset the deficit caused by a high number of claims on the city's self-insurance last year. The city also uses tax anticipation warrants, like many other cities, to get their tax money in advance.

This month they received $5.3 million from Star Bank in tax anticipation warrants. But something that's out of the ordinary is that there's a letter signing over the city's tax revenue to Star Bank.

"For the mayor to sign a letter like that, and I've talked with some people, that is unusual," said Whitticker.

The Grant County Auditor agrees this is out of the ordinary. He says, of the 37 municipalities in his county, Marion is the only community doing this. He says it started in January. Mayor Seybold insists this is a normal process.

"They're just saying when the check comes in, deposit it directly into the city's account here at Star, as opposed to us getting a check and walking it from here to over there," said Seybold.

As debate continues about whether the city has enough money to finish out 2013 the budget committee is charged with the task of balancing a new budget for 2014.

"That's one reason why we're so concerned with having a zero balance because we have to know just how much we're going to be in debt, or are we going to be even board or whatever," said Henry Smith, (D) Marion City Council.

Of the 5.3 million the city received in tax anticipation warrants from Star Bank this month less than half is left in the bank. The City Controller says the money went to pay bills from June and July.

Each month the city pays out $1.4 million for bills and payroll. They're expected to bring in some additional funds from other areas over the next five months, but an exact number wasn't given by city officials.

"We've been very frugal and very conservative with this budget. We will continue to do that and at the end of the year we'll be able to show you and everybody else what's going on in there today is all political," said Seybold.

Mayor Seybold admits cuts must be made to keep the city on solid ground. He gave the council's budget committee a detailed list of $1.7 million in planned cutbacks before the end of the year.

Miso Soup Health Benefits - RichinFoods

Good nutrition is also essential to maintain a strong immune system. This time I want to propose a tasty and easy recipe appropriate for it. This is a miso soup, a food of ancient origin, from Chinese and Japanese cultures, with great benefits to our health.

Health benefits of miso soup

? It provides beneficial bacteria to the intestines to help us digest and assimilate food.

? Contains important nutrients in abundance such as calcium, phosphorus, iron, potassium and magnesium.

? Other minerals such as sulfur and copper are found in lesser but significant amounts.

? is an excellent source of protein.

? is alkalizing the blood and invigorating the nervous system.

? Taking miso usually acquired resistance to disease.

? For cardiovascular diseases since it contains linoleic acid and soya lecithin dissolve cholesterol in the blood and prevent the hardening of the blood vessels.

? Thanks to its isoflavones, favouring women?s hormonal balance, the miso is very suitable in menopause helping to combat common symptoms such as suffocation and loss of calcium (Osteoporosis). In fact Asian women who consume soy in its different presentations have little symptoms during menopause.

Where and how to find the miso

It is a textured pate food we can buy in health food stores. The pure miso find it in different formats: glass jar or plastic packages and also in comfortable envelopes, where the mixture of the soup is now ready, just boil it in water, it is very practical.

3 types of miso most commonly used are:

? Soja, salt and water.
? Soy, rice, salt and water.
? Soybeans, barley, salt and water.

The two latter are the most desirable because they contain essential amino acids that the soy protein itself lacks.

Preparation of the soup:

Ingredients: ( for 4 people)

? 2 onions
? 4 carrots
? ? cabbage
? miso

Chop the 3 vegetables in the form of thin sticks. First Saute the onion 2 minutes and the carrot later. Add hot water in abundance and boil 15 minutes on a slow fire. When they have passed add the cabbage and continue to boil 8 minutes more. In the meantime, dilute a tablespoon of miso in a bowl of warm water of own soup that is being cooked. Turn off the fire and when the water stops boiling, pour the contents of the bowl to stir. If we let miso boil the bacteria die and the miso will lose their properties!

* No need of salt in this recipe because the miso soup is tasty enough.

Where Mark Hudspeth's bench press would've ranked at the NFL Combine

That's some impressive work, coach.

Video surfaced Wednesday of Louisiana-Lafayette head coach Mark Hudspeth doing 25 reps of 225 pounds on the bench press, which is an impressive number by any standard, and probably would rank high among all FBS coaches, were they all required to do this. (Sadly, they are not.)

He also put many players at the NFL Combine -- kids half the 44-year-old's age -- to shame. His 25 reps would have placed him in the top 60 among all participants. He finished with only two fewer reps than No. 1 overall NFL Draft pick Eric Fisher and bested the likes of Tyler Eifert and Ziggy Ansah, both of them first-rounders, both of them large, young gentlemen.

He more than doubled the reps of 30 players, including Corey Fuller (12 reps), Stedman Bailey (11), Tavarres King (11), Da'Rick Rogers (10), Greg Reid (10), Quinton Patton (8) and Ace Sanders (7). Oh, and former Heisman finalist Tyrann Mathieu, who managed just four reps. Hudspeth is stronger than all receivers and defensive backs, basically.

Are there other college coaches who could get to 25 reps at 225? Charlie Strong probably could. He has strong right there in his name. Larry Fedora would hit 40 in a Red Bull-fueled frenzy, his heart exploding in a brilliant flash of sugary confetti at the conclusion. That happens every Wednesday, actually. Recruits love that stuff.

Which other head coaches do you think could match or come close to Hudspeth?

Home prices make biggest yearly jump since 2006

In this Tuesday, June 11, 2013, photo, a single house is offered for sale in Santa Monica, Calif. Latest data show home prices rose in May.

U.S. single-family home prices rose in May, the biggest annual jump since 2006, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 1 percent on a seasonally adjusted basis, shy of economists' forecast for a 1.5 percent increase. That marked a slower pace from April's 1.7 percent rise.

(Click here to track the U.S. stock market in premarket trade following the report.)

On a non-adjusted basis, prices rose 2.4 percent.

Compared to May 2012, prices also fell short of expectations, rising 12.2 percent from a year earlier. Still, it was the biggest annual gain since March 2006, matching a record set in April.

The report was unlikely to alter economists' views that the housing sector continues to recover, making it a bright spot for the economy.

"The cities that bubbled in the past are bubbling again," Robert Shiller, economist and co-founder of the S&P/Case-Shiller Home Price Index, told "Squawk on the Street" on Tuesday.

"To me, it seems to be at least partly psychological. They've seen it before and they're ready for it again ? It seems like California has historically been the most bubbly state in the country and it continues."

Shiller said that the new factor emerging in the numbers is the effect of institutional investors on home prices. "They've learned about momentum and they're saying 'hey, this is it.' The housing market is showing a lot of upward momentum. And you know, I think they're probably right, at least for the short term."

"For a flipper who can get out in about a year, it seems to be a fairly safe bet," he added.

All 20 cities rose on a yearly basis, led by a 24.5 percent surge in San Francisco.

N Srinivasan back as BCCI president, sources

New Delhi:?N Srinivasan is back in office as the chief of the Indian cricket board, sources have said. He took over at 8 pm on Tuesday, ending Jagmohan Dalmiya's short term as interim president.

Mr Srinivasan reportedly argues that he can be back at his job now that an internal inquiry set up by the Board of Control for Cricket in India or BCCI to investigate allegations of spot-fixing and betting in the Indian Premier League against his son-in law Gurunath Meiyappan and the Chennai Super Kings, the team owned by his company, India Cements, is now over.

"I can't reply, don't hound me like this," Mr Srinivasan told the media when asked about his reported comeback at the helm of the BCCI.

The Bombay High Court, however, said yesterday that the findings of the two-member panel set up by the BCCI, the world's richest cricket body, are invalid. The panel had found no evidence against Mr Meiyappan or the Chennai team, clearing the decks for Mr Srinivasan's return.
?
The BCCI's working committee is scheduled to meet on Friday, August 2, and Mr Srinivasan has said that he will attend. Mr Srinivasan can officially take over only after the board's working committee has formally re-instated him; the working committee had asked him to "step aside" in June, which he did reluctantly, making it clear that he would be back in his chair after the committee of two retired high court judges concluded its inquiry.
?
After Mr Meiyappan was arrested in May this year on charges of gambling, cheating, and conspiracy, many members of the BCCI had sought Mr Srinivasan's resignation. But the powerful BCCI boss had refused to resign.

Bradley Manning Guilty on Most Charges, But Not Aiding Enemy

Bradley Manning, the source of one of WikiLeak's largest disclosures of U.S. secrets, was found guilty of most of the charges against him today, but not the most serious charge of aiding the enemy.

Manning had already pleaded guilty to 10 of the less serious of the 22 charges in a deal that at the time would've gotten him an expected 20 years in prison. Today a military judge announced the court's finding on the rest of the charges, a majority of them guilty verdicts, for espionage, theft and fraud. However, Manning managed to avoid the charge of aiding the enemy, which could have carried with it a life sentence.

Despite that finding, Manning could still face 136 years in prison for the other convictions, according to a legal expert briefing reports on the scene. The sentencing phase of Manning's trial begins Wednesday.

LIVE UPDATES: Bradley Manning Verdict

With his dress sleeves drooping well below his wrist line, almost to his fingertips, Manning stood rigid as military judge Col. Denise Lind briskly read the verdicts. More than two dozen spectators took seats in the courtroom, many of them Manning supporters who wore black t-shirts that read, simply, "truth." They remained silent throughout the proceeding, which lasted mere minutes.

When Manning first entered the courtroom, he appeared relaxed, but as the hour of his verdict drew near, he became more pensive, silently taking his seat.

Following the hearing, Manning's family released a statement to The Guardian newspaper, saying they are "obviously disappointed in today's verdicts, [but] are happy that Judge Lind agreed with us that Brad never intended to help America's enemies in any way."

"Brad loves his country and was proud to wear its uniform," the family said, according to The Guardian.

WikiLeaks tweeted that the verdict today was an example of "dangerous national security extremism from the Obama administration."

The court martial began three years after Manning, now 25, was first detained in Iraq for suspicion of having leaked the video of a 2007 Apache helicopter attack that killed several Iraqi civilians. He was subsequently charged in relation to the November 2010 leak of the nearly three-quarter million classified or confidential documents. The release of the documents has been described as the most extensive leak of classified information in U.S. history.

READ: WikiLeaks Releases Confidential Diplomatic Cables

Julian Assange, the founder of WikiLeaks, has said that Manning was a "hero" for doing what he did. Prosecutors called him an anarchist and traitor.

As part of his earlier partial guilty plea, Manning read a 35-page statement in which he explained his motivations in releasing the classified documents. Manning said he had wanted "to spark a debate about foreign policy" and show "the true cost of war."

Manning did not testify during the nearly two-month court martial.

Army prosecutors argued that Manning showed "general evil intent" in aiding the enemy. They argued that given his intelligence training he knew that leaking classified information to the Internet would end up in the hands of al Qaeda.

Prosecutors provided evidence that some of the military battlefield reports had been found on a computer belonging to Osama bin Laden that had been seized during the U.S. military raid that killed the al Qaeda leader in May 2011.

READ: WikiLeaks Suspect Bradley Manning Chokes Up at Hearing

Prosecutors presented detailed computer forensics of Manning's computer activity during his deployment to Iraq in late 2009 to mid-2010. They said the evidence showed that within weeks of his arrival in Baghdad, Manning had begun searching classified military computer networks for materials that were of interest to WikiLeaks.

Manning's attorneys said Manning did not begin leaking information until February 2010. They described Manning's doubts about his military service following a Christmas Eve incident where an Iraqi family was injured by a roadside blast that had targeted soldiers from his unit.

"He couldn't forget the lives lost that day," said defense attorney David Coombs during opening arguments. He portrayed Manning as a young, naive soldier who decided to release the classified documents he had access to "because he thought he could make the world a better place."

In their closing arguments prosecutors dismissed those claims. "He was not a humanist, he was a hacker," said Maj. Ashden Fein.

Fein said the only naivete Manning displayed during the time he was sending classified documents to WikiLeaks was that "he actually thought he would get away with what he did and wouldn't get caught."

Fein was equally dismissive of the support Manning has received from civil liberties and anti-secrecy advocates who consider him a whistleblower.

"He was not a whistleblower, he was a traitor," said Fein as he concluded his lengthy closing arguments last Thursday.

Now being held at the military prison at Fort Leavenworth, Kan., Manning's initial detention at the Marine brig at Quantico, Va., became the subject of controversy after jailers deemed him a suicide risk.

Manning was forced to remain in solitary confinement for up to 23 hours a day and on a few occasions he was required to remain naked. His attorneys said the treatment merited dismissing the case against him because it amounted to cruel and unlawful punishment.

After a lengthy pre-trial hearing late last year, judge Lind found there was validity to some of the allegations and reduced any potential prison sentence by 112 days.

Galaxy S4 MoDaCo Switch Indiegogo campaign quickly reaches its fundraising goal

Modaco Switch

Over £1,000 raised on Indiegogo with 17 campaign days still remaining

After initially being announced only for the HTC One, an Indiegogo fundraising campaign was started to bring support for the MoDaCo Switch to the Samsung Galaxy S4. The MoDaCo Switch will enable one set of user data and apps to be shared by two different versions of the Android operating system: the Samsung TouchWiz version of Jelly Bean, and the "Google Edition" version of Android Jelly Bean. This allows one phone to switch back and forth between software versions, making changes to one side (like installing apps) that are also reflected on the other.

A goal of £1,000 was set on Indiegogo to bring the Switch to the Samsung Galaxy S4, which was exceeded with over two weeks still left in the campaign. The following update was given in response to the donators' support:

Thanks to everyone who has pledged so far, you're all awesome and it's fantastic we've hit the target already. I'm not setting stretch goals per se, but all subsequent donations help get us towards the ultimate goal of making Switch available for all ROM developers to use and thereby all devices. Switch is for you - Android fans. :-)

Microsoft brings Office Mobile to Android smartphones

Microsoft brings Office Mobile to Android

The once-mythical Office Mobile for iPhone has been available for a while, but what about that rumored Android version? As of today, it's equally real: Microsoft has launched Office Mobile for Android. Its cloud-focused approach to editing Excel, PowerPoint and Word documents will be familiar to those who've tried the iOS release, including SkyDrive storage support. What differences exist are there primarily to accommodate Google's Holo interface guidelines -- as on iOS, there's no tablet-native interface. The pricing certainly hasn't changed. While the core app is free, you'll need an Office 365 subscription to start working.

Hope For Women publishes book on women rights in Islam to counter oppression, intimidation thumbnail

Local NGO Hope For Women?has released a book on women?s rights in Islam in an effort to counter what it has described as a growth in ?conservative Islamic teachings or religious justifications, that use Islam as a tool to intimidate and repress women?.

The book, titled ?Women?s Rights Through an Islamic Lens?,?has been compiled by Hope For Women with support from renowned local Islamic scholar Dr Ibrahim Zakariyya Moosa.

Minivan News was told during the launch that the publication attempts to challenge a perceived emergence of more religious conservative viewpoints in Maldivian society regarding the role of women and gender equality.

Issues addressed by the book include polygamy, a husband?s right to beat his wife, inheritance and the right to divorce.

Hope For Women?s co-founder, former Gender Minister Aneesa Ahmed, expressed particular concern over the growth of conservative views that she argued were limiting the role of women in society to domestic spheres and portraying them as being inferior to men.

She recalled hearing an Islamic scholar preaching on television that women become a ?property? of their husbands following marriage, and said such preaching has to be stopped.

?This kind of conservative views that belittle a person is a major obstacle to building harmonious relationships on which a strong family and society is built on,? Aneesa noted.

?Many of the problems existing in our society roots back to inferior roles women and girls have within their households,? she observed. ?I hope these publications will clarify the rights and status of women in Islam and create more awareness within our society.?

The NGO has also translated three publications from the international organisation ?Sisters of Islam? ? including ?Are Muslim men allowed to beat their wives??, ?Are women and men equal before Allah?? and ?Musawah Framework for Action?.

Musawah is described as a holistic framework created by a group of 12 Muslim activists and scholars from 11 countries on ?promoting concepts of justice and equality in Islam, and the Muslim family in particular,? according to its website.

Hope for Women said it had ?become incumbent upon all civil society actors to speak out and stand up against the widespread prejudices that encourage women to be relegated to a marginalised existence and sometimes subjected to extraordinary acts of violence.?

Speaking at the launching ceremony of the project yesterday (July 30), newly appointed Gender Minister Dr Aamaal Ali observed that ?outdated ways of thinking are being preached today as the Islamic way, and this has resulted in a backlash against women?s role in society?

?My students tell me they hear a certain sermon when they get into a taxi. They face discrimination at some gatherings from other women and outside forces are influencing their family life. Some girls also tell me their husbands are pressuring them for a second marriage,? explained Dr Amaal, who has served as a teacher and principal at the all-girls Ameeniya School in Male?.

?Sometimes when I think, I wonder if women are seen as disposable, to throw away once they become old. Because women are today often being treated as disposable beings,? she added.

The minister noted that if young women in the country informed themselves about religion with education, as well as providing themselves with empowerment and economic emancipation, it would help reduce many of the problems they faced such as domestic violence.

MSNBC's Sharpton: GOP 'On a Rampage,' 'Worst Attack' Since 'Jim Crow Era'

On Monday's PoliticsNation, MSNBC host Al Sharpton hyped liberal attacks on changes to voting laws as he declared that "Republicans have gone on a rampage," and singled out a recently passed law in North Carolina as the "worst attack on voting rights since the Jim Crow era."

Referring to the recent Supreme Court ruling against part of the Voting Rights Act, Sharpton complained:

Since that ruling, Republicans have gone on a rampage with states all across the South running wild to restrict voting. That includes North Carolina, where any moment now, the Republican governor is expected to sign into law the worst attack on voting rights since the Jim Crow era. This is outrageous.

After bringing aboard Democratic Rep. Emanuel Cleaver as a guest, the MSNBC host accused Republicans of trying to "tak[e] away our right to vote" as he posed the question:

Are Republicans in these states and other states because they're not just southern states changing these laws, now on notice now that the Obama administration is not going to let them get away with taking away our right to vote?

Below is a transcript of the relevant portion of the Monday, July 29, PoliticsNation on MSNBC:

AL SHARPTON: Tonight's lead: fighting for voting rights. Today the President of the United States called civil rights leaders to the White House to say, "Are you ready to fight back?" I was there in that meeting, and I saw firsthand how the President is determined to hit back against right-wing efforts to block the vote in the wake of the Supreme Court's decision to gut the Voting Rights Act.

Since that ruling, Republicans have gone on a rampage with states all across the South running wild to restrict voting. That includes North Carolina, where any moment now, the Republican governor is expected to sign into law the worst attack on voting rights since the Jim Crow era. This is outrageous. This is exactly the kind of blatant attempt to suppress the vote that the Obama administration has promised to fight against.

(ERIC HOLDER, ATTORNEY GENERAL)

SHARPTON: The President and the Attorney General are calling on all of us to wake up, get up, and get active. This is about the fundamental right of our democracy. Fifty years after the march on Washington, we must not, we will not let them turn back the clock.

In the meeting today, Latino leaders, Asian leaders, African-American leaders, women sat together with the President and the Attorney General not for one segment, but for all Americans' right to vote to be protected. It is something Americans can and must unite around, and it should be bipartisan, because it gives everyone the protection of their voting rights.

(...)

SHARPTON: Congressman (Cleaver), let me start with you. Are Republicans in these states and other states because they're not just southern states changing these laws, now on notice now that the Obama administration is not going to let them get away with taking away our right to vote?

Dollar off lows, shares up on promising earnings, data

By Marc Jones

LONDON (Reuters) - The dollar climbed off a five-week low and shares edged up on Tuesday as a heavy session of European data and earnings showed early promise before this week's trio of big central bank meetings.

Signs that Spain's recession is easing and a pick-up in German consumer confidence set an upbeat tone ahead of euro zone business and consumer sentiment data later, and meetings of the ECB, U.S. Federal Reserve and Bank of England.

It was also one of the busiest days of the European earnings season so far with over 40 of the region's major firms announcing results. <.eu/>

A strong start by French utility EDF and German chip-maker Infineon helped lift the pan-European FTSEurofirst 300 <.fteu3> share index 0.2 percent as London's FTSE, Frankfurt's DAX and Paris's CAC 40 climbed 0.2-0.3 percent.

MSCI's world index <.miwo00000pus>, which tracks 45 countries, climbed 0.2 percent as European gains filtered through.

In the currency market, the dollar <.dxy> continued to pull away from Monday's five-week low as investors viewed its sharp drop over the last two weeks as a chance to get back in ahead of Tuesday's start of the Federal Reserve's two-day meeting.

"The Dollar Index is rebounding from the 200 moving average, suggesting that a recovery is likely to develop," Morgan Stanley's currency analysts wrote in a note.

"While the market appears to be fully prepared for a more dovish Fed, we expect the dollar to remain data-dependent"

Focus was also on the Australian dollar. It hit a two-week low of $0.9085 after the country's central bank governor said inflation would be no bar to a cut in interest rates and that the currency could fall further.

The euro was flat at $1.3265.

Europe's debt markets also saw a quiet start with Bunds and peripheral bonds all little changed though with the expectation of more action later.

Alongside the heavy slate of data, Italy will sell up to 6.75 billion euros of bonds. The auction is expected to go smoothly although it comes as Silvio Berlusconi faces a Supreme Court ruling that could see him banned from public office, a move that could endanger Italy's shaky coalition government.

In Asian trading, Japan's Nikkei bounced 1.5 percent as the yen eased though stocks elsewhere in the region finished flat as China's central bank's first injection of funds into money markets since February was balanced by some mixed data.

Latest Update: July 29, 2013 04:09 pm

Malaysia?s industry leader BP Healthcare Group and University of Malaya (UM) have signed an agreement to work together in oral and dental research and care as well as community projects to increase dental awareness.

The collaborative initiative pools the expertise and resources of BP Healthcare, which aims to build the country?s largest dental care network, and Malaysia?s premier dental school that has over four decades of history and one of the few overseas training and examination centres recognised by the Royal College of Surgeons of England.

The Memorandum of Understanding (MoU) was sealed by Chevy Beh, BP Healthcare Group executive director, and Professor Dr Rosnah Mohd Zain, dean of the Dentistry Faculty, at the university in Kuala Lumpur today.

?We are privileged to work with the country?s most established institution on dental health. The MoU that we signed today will bring benefit to the two organisations and at the same time, improve the quality of care, research and education in Malaysia,? said Beh.

?Collaborating with UM will allow medical professionals from both sides and dental residents to work closely and identify opportunities on joint research, internship and accelerate the pace of improvement in the field.?

BP Healthcare Group, which is the most diversified healthcare provider in the country, currently has three specialist dental clinics located at the BP Specialist Centres in Glenmarie (Shah Alam), Klang and Ipoh.

The group, through BP Dental Sdn Bhd, will spend RM100 million over the next few years to establish a network of 50 dental clinics and invest in the latest technology to provide comprehensive maintenance, restorative and aesthetic dental care that includes orthodontic treatment, CT scan for treatment planning of dental implants and oral surgery, as well as latest digital imaging system that requires high-end and high cost equipment. - Bernama, July 29, 2013

Farm To Fido: Dog Food Goes Local

Producers of farm-to-dog-bowl food say the concept is more about locavorism and sustainability than about pampered pooches.

Heather Rousseau/NPR

Producers of farm-to-dog-bowl food say the concept is more about locavorism and sustainability than about pampered pooches.

Heather Rousseau/NPR

The email read: "We signed a contract for farm-to-bowl dog food product development today, I kid you not :)"

The note was from a friend, Wendy Stuart, who consults on food access and sustainability issues. Even so, our first reaction was: really?

It's easy to dismiss the concept as the culinary equivalent of a diamond dog collar or a Versace pet bowl.

But many producers offering farm-to-fido dog food say it's a healthful option for pets that also helps farmers and ranchers while cutting down on food waste. It can also help the environment. For instance, the product Wendy is developing is made from wild blue catfish, an invasive species in the Chesapeake Bay.

Two years ago, Jake Dickson made headlines as one of several New York City butchers selling high-end, locally sourced dog food. Dickson's pet chow is a blend of farmers' market veggies and leftover meats that don't make it into the premium artisanal cuts he sells at his Chelsea Market shop.

Feeding Fido with locally sourced meats and vegetables can get pretty pricey. Dickson's fancy feast will cost you $10 per quart, about enough to feed a 100-pound dog for a day. That translates to $300 a month, for those of you keeping score. Even so, Dickson says about 100 customers each week pick up the gourmet grub.

It is "quite expensive," he says, but his goal isn't to pamper pooches.

"For us, it's all about 100 percent utilization of the animal," Dickson tells The Salt. "If we're going to slaughter it, we want to use every part. And second, if we use every part, we're more profitable as a company."

As Dickson notes, picking up scrap meats for your dog at the local butcher is a tradition with a long history. And with the growth of the locavore movement, meat producers from coast to coast say they're also seeing a boom in demand for local pet food options. Some are even setting up subscription-based "doggie CSAs," or community-supported agriculture.

Dennis Adams and his wife raise free-range sheep, alpaca and chickens at Cota Farms, about 45 miles outside of Columbus, Ohio. When they process their meat, he says, they always have leftovers ? necks and backs of chickens, and sheep hearts. So several years ago, Adams started grinding up this meat and selling it as raw dog food at local farmers markets.

"This is premium, organic meat," Adams tells The Salt. "Dogs are lucky to get it."

Word quickly got out and demand grew. Now, he has 50 subscribers for his raw dog food CSA.

In fact, business grew so rapidly that Adams recruited other ranchers and farmers in the region to contribute their leftover meat ? "there's really nothing else you can do with a beef heart," he says (unless you're a high-end chef into offal).

Over in San Diego, entrepreneur Tasha Ardalan has also recently gotten into the community-supported dog food business. She gathers the season's leftover fruits and vegetables from local farmers who would otherwise have to toss it out.

"The farmers love it," she tells us, and a few have even signed up for her dog food.

The produce gets mixed with meat from local ranchers and sold as a raw, organic dog food patty that costs subscribers of her CSA ? named Foxy Treats ? $4 a pound. "Some customers are a bit skittish about the food being raw," she says. "So I just tell them to bake it."

Ardalan says she consulted with local vets before coming up with her recipes. And getting the mixture right is paramount, says Jennifer Larsen, an assistant professor of nutrition at the University of California, Davis School of Veterinary Medicine.

Larsen says if you're going to go DIY with your dog food in the name of locavorism, be sure to check in with a board-certified veterinary nutritionist. (This is a vet with a specialty in nutrition, not someone with an Internet diploma.)

It's easy to make a recipe that lacks essential nutrients for dogs, she warns. She recently published a study of 200 homemade dog food recipes gathered from vet textbooks, dog care books and the web. Ninety-five percent of these recipes lacked at least one essential nutrient, she found, and more than 80 percent lacked multiple nutrients. Over time, she says, such deficiencies can lead to serious health problems for your barking buddy.

Larsen says many of her clients do source their dog food locally ? a perk of living in California's Central Valley. And some have the luxury of outsourcing the kitchen work involved in cooking for four-legged locavores.

"There are owners that we [design] recipes for," she says, "and they hire professional chefs to [make] our recipes, because they don't have the time to do it themselves."

The GOP Plot to Defund Obamacare and Why It's Doomed

144534691 Grand bargainer Alan Simpson

My new piece begins with an interview with Alan Simpson, who's still hacking away at Congress to get it to pass a grand bargain. It continues with his latest impediment: a conservative push to defund Obamacare implementation in the must-pass Sept. 30-deadlined continuing resolution.

One thing I'd add in this space is that the House version of the letter, while tethered to the Senate letter for PR purposes, isn't entirely as definitive. Republicans signing the House letter agree that "it is imperative, now more than ever, that Congress do everything in its power to halt the implementation of the healthcare law."

Another thing: Activists on the right have zero patience for Republicans who argue that this can't be done. FreedomWorks' Dean Clancy has the latest riposte, to Karl Rove.

What the "Don't Fund It" coalition (led by Sens. Mike Lee, Ted Cruz, Rand Paul, and others)?is proposing is that?all ObamaCare funding?including autopilot spending?be cut off by means of a legislative "rider" containing specific prohibitory language forbidding?any?Obamacare funding from occurring. This rider would be attached to the CR, widely regarded as a "must-pass" measure.

A contrarian might look at the letter and say, "Hey, this puts the GOP in an even better negotiating position when it comes down to the bill itself." But as I found in the piece, the White House has seen off this gambit before by laughing out loud.

Twitter CEO commits NCAA violation with tweet

By Tom Fornelli | College Football Writer

Just about every secondary NCAA violation is stupid, but sometimes those stupid violations are awesome. This is one of those times.

The CEO of Twitter, Dick Costolo, also happens to be a Michigan booster, and he also happened to commit a minor NCAA violation on the social media platform he runs.

That's Costolo responding to a tweet from Michigan 2014 commit Wilton Speight to recent 2015 commit George Campbell. It's a harmless tweet, but it's also an NCAA violation.

According to one of the roughly billion rules the NCAA has, a booster is not allowed to contact a recruit until after the recruit has signed his letter of intent with the school. Not in person, not on the phone and not on social media.

Whoops.

As for what is likely to happen following this incident, my guess would be nothing. It's not a major violation by any means, but it is an extremely ironic violation.
