Chinese stimulus hopes give markets a boost

LONDON (AP) ? Chinese stocks led the way Wednesday as investors grew more confident that policymakers in the world's second-largest economy would back another batch of stimulus measures.

The catalyst to the optimism across the markets was a Chinese government pledge to maintain policies intended to strengthen the economy and an expression of willingness to "fine tune" them and make them more effective.

China's main Shanghai Composite Index jumped 2.9 percent to 2,031.91 while the smaller Shenzhen Composite Index soared 3.8 percent to 771.72. Hong Kong's Hang Seng joined in on the act too, ending 2.2 percent higher at 22,270.91.

Those gains helped shore up stock markets in Europe despite an unexpectedly big 1.2 percent monthly decline in retail sales across the 17 European Union countries that use the euro in October. However, the single currency fell on the news, and was trading 0.2 percent lower at $1.3076.

"As we saw following the global recession in 2008, a strong Chinese economy could help drive the recovery once again, with growth currently sluggish at best in most major economies," said Craig Erlam, market analyst at Alpari. "Any news which is pro-growth in China is always going to be well received in Europe and the U.S."

In Europe, the FTSE 100 index of leading British shares was up 0.3 percent at 5,888 while Germany's DAX rose 0.2 percent to 7,449. The CAC-40 in France was 0.3 percent higher at 3,592.

In the U.S., the Dow Jones industrial average was 0.4 percent higher at 13,002 while the broader S&P 500 index rose 0.1 percent to 1,409.

The focus in the U.S. though will likely remain on the progress of negotiations between the White House and Congress on a deal to avert the so-called "fiscal cliff" of automatic spending cuts and tax increases at the start of the new year. Without a deal, the U.S. could well fall back into recession and push much of the world down with it.

Despite political posturing and a deep divide on critical issues, most analysts think a deal acceptable to both President Barack Obama and congressional Republicans will be cobbled together before the end of the year.

Investors are also focusing on a raft of U.S. economic data, but the figures so far have done little to alter expectations for Friday's key release of the week, the monthly nonfarm payrolls report from the U.S. government.

In its monthly survey, ADP found private payrolls rose 118,000 in November. Many economists think the fall from October's 157,000 can be largely attributed to the effects of Superstorm Sandy, which battered much of the eastern seaboard.

"Fiscal cliff uncertainties and the impact of Hurricane Sandy may subdue jobs growth in the month," said Neil MacKinnon, global macro strategist at VTB Capital.

Earlier in Asia, the gains weren't just confined to China. Japan's Nikkei 225 index rose 0.4 percent to 9,468.84, its highest close since April 27 while South Korea's Kospi added 0.6 percent to 1,947.04.

Oil prices were relatively subdued, with the benchmark New York rate down 28 cents at $88.22 a barrel.

Bloomberg Interviews President Obama, Sends S&P 500 Downward ...

President Obama gave an interview with Julianna Goldman from Bloomberg Tuesday regarding the fiscal cliff talks that are ongoing.

President Obama's main point was about how the Republican offer doesn't go far enough to raising revenues necessary to take on the deficit. Obama said that what Republicans need to do is acknowledge that the tax rate on the wealthy is going up.

The president said that what business leaders want most of all is an increase in consumer confidence. There are many areas requiring improvement, including taxes, entitlements, loopholes and deductions. The president noted that a package that ?does it all,? would not be likely before the so-called fiscal cliff.

He laid out a ?framework? for how he would like this discussion to continue: letting the tax rates go up at the end of this year, work on loopholes and deductions and simplifying the tax code in 2013, then focus on entitlement reforms after that. It is important to note that he said he would be flexible within this framework and only this framework.

Obama stated that he would like to protect the core of entitlement programs, but some parts may be on the table. For instance, he would like to look at how to reduce long-term costs, but does not favor slashing benefits for current beneficiaries.

The president also proposed a higher tax rate on income above $250,000 only. This would apply to 100 percent of Americans, but would have no impact on those earning less than that threshold (roughly 98 percent of the country).

When asked if he would like to bring in top executives to advise his economic team, the president emphatically said that he would love to have them. He also derided the confirmation process and talked about how most business people are turned off by the mud-slinging and name-dragging of the confirmation process.

The president also stated that he has spoken with business leaders who are ready to invest and ready to hire, but are waiting for some assurance from the government that the long-term debt problem will be addressed and that pro-growth measures are being taken. Obama also acknowledged that White House relations with business leaders has been strained in his first term, but hopes they will improve for his second term.

The president finished by saying that he believes in the potential for a deal as talks move forward. At the beginning of the interview, the SPDR S&P 500 ETF Trust (NYSE: SPY), a great indicator of overall U.S. economic conditions, was at $141.21.

The S&P 500 showed minor fluctuations during the interview but by the end was at $141.09, down from its open of $141.47, a 0.27 percent decrease.

Discovery may help nerve regeneration in spinal injury

ScienceDaily (Nov. 6, 2012) ? Scientists at the Universities of Liverpool and Glasgow have uncovered a possible new method of enhancing nerve repair in the treatment of spinal cord injuries.

It is known that scar tissue, which forms following spinal cord injury, creates an impenetrable barrier to nerve regeneration, leading to the irreversible paralysis associated with spinal injuries. Scientists at Liverpool and Glasgow have discovered that long-chain sugars, called heparan sulfates, play a significant role in the process of scar formation in cell models in the laboratory.

Research findings have the potential to contribute to new strategies for manipulating the scarring process induced in spinal cord injury and improving the effectiveness of cell transplantation therapies in patients with this type of injury.

Scarring occurs due to the activation, change in shape, and stiffness of cells, called astrocytes, which are the major nerve support cells in the spinal cord. One possible way to repair nerve damage is transplantation of support cells from peripheral nerves, called Schwann cells. The team, however, found that these cells secrete heparan sulfate sugars, which promote scarring reactions and could reduce the effectiveness of nerve repair.

Scientists showed that these sugars can over-activate protein growth factors that promote astrocyte scarring. Significantly, however, they found this over-activation could be inhibited by chemically modified heparins made in the laboratory. These compounds could prevent the scarring reaction of astrocyte cells, opening up new opportunities for treatment of damaged nerve cells.

Professor Jerry Turnbull, from the University of Liverpool's Institute of Integrative Biology, said: "Spinal injury is a devastating condition and can result in paralysis for life. The sugars we are investigating are produced by nearly every cell in the body, and are similar to the blood thinning drug heparin.

"We found that some sugar types promote scarring reaction, but remarkably other types, which can be chemically produced in the laboratory by modifying heparin, can prevent this in our cell models.

"Studies in animal cells are now needed, but the exciting thing about this work is that it could, in the future, provide a way of developing treatments for improving nerve repair in patients, using the body's own Schwann cells, supplemented with specific sugars."

Professor Sue Barnett, from the University of Glasgow's Institute of Infection, Immunity and Inflammation, said: "We had already shown that Schwann cells, identified as having the potential to promote nerve regrowth, induced scarring in spinal cord injury. Now that we know that they secrete these complex sugars, which lead to scarring, we have the opportunity to intervene in this process, and promote central nervous system repair."

The research, funded by the Wellcome Trust, is published in the Journal of Neuroscience.

Fooducate: The Award Winning iPhone Nutrition ... - Discuss Diabetes

As a member of the Patient Solutions Team within Sanofi US Diabetes, I?m excited to see the launch of the new app, Diabetes Nutrition by Fooducate. The original Fooducate is an app that explains what?s really inside grocery store products and grades them simply by scanning the barcode with a smartphone. Diabetes Nutrition by Fooducate is built on the same basic concept, but has specific features to help people with diabetes and pre-diabetes manage a healthier diet.

The founder of Fooducate, Hemi Weingarten, is here to explain more about the apps and how they help users make smarter food choices in the grocery store and at home.?

Q: Hi Hemi, thanks so much for your time today. Can you start by telling us a little about your background?

A: Believe it or not, I actually started professionally programming when I was just 14 years old. By my late twenties I switched over to marketing and business development. My entrepreneurial interests grew and I started a digital content company with two friends in the aftermath of the dot com bubble. We successfully sold our startup a few years later.

Q: Why did you decide to create the original Fooducate app?

A: Once I got married and our family started to grow, I took interest in the kinds of food my children were eating. One day, my wife brought home glow-in-the-dark yogurt and I was curious as to the color source. So I read the ingredient label for the first time in my life. There was one ingredient that was particularly startling, RED #40. I looked it up and discovered it is a potentially harmful food coloring banned in Europe because of possible links to health problems, but yet it is allowed in the United States. At that point, I realized there were not any useful tools to help consumers make smarter food choices. I decided to create an information resource for people to educate themselves about the food they eat.

I started Fooducate as a consumer blog in 2008 to help families like my own. I realized the potential of smartphones in 2009 and assembled a team to start working on an iPhone? app for Fooducate. The iPhone app was released in early 2011. An Android? version made its debut a few months later.

Q: Can you describe the app for us?

A: After you scan a barcode at the grocery store, Fooducate instantly shows a ?nutrition dashboard? with three core components:

    • A color-coded nutrition grade (e.g. ?A,? ?B+,? ?C-?), which is calculated using our scientific algorithm that analyzes the information on the product package, including the nutrition facts panel and the ingredient list.
    • A brief list with bullet point explanations of product highlights (good and bad).
    • The option to look at healthier alternatives.

For example, say you scanned a cereal with almonds and cranberries expecting it to get an ?A? on the nutrition grade. You?re surprised that it only gets a ?C+,? but Fooducate explains it is because the product is not made with whole grains, it contains more sugar than Froot Loops? and uses a controversial preservative. Then, the app gives you suggested alternatives that rate from a ?B? up to an ?A-? by judging them on natural ingredients and low sugar content. Other great features of the app include the ability to compare two different foods side-by-side, creation of a healthy shopping list and access to real user reviews of the product.

Q: How does Fooducate differ from other nutrition apps?

A: Unlike many calorie or carb counting apps, Fooducate analyzes the actual ingredients list versus just the calorie or fat content. A product with zero calories could get a ?D? because it uses unsafe additives such as artificial colors and sweeteners.

We developed our product grading algorithms with the help of dietitians, nutrition labeling experts and nutrition profiling pioneer, Adam Drewnowski, Ph.D., of the University of Washington in Seattle. Fooducate currently grades more than 200,000 unique products and our list is growing all of the time.

Q: Wow, 200,000 products! How did you obtain so many?

A: We?ve built the database over the course of three years. We started with information from manufacturers, but not all of them had data easily available for us to use. Now, we are mostly relying on users who submit product information: when a user scans a product we don?t currently have in our system, he or she is asked to take three pictures: the front of package, the nutrition label and the ingredient list. We then key in the data of the most popular products into our database, and they get automatically graded. The next time a user scans that product, the app contacts our servers and is able to display the nutrition dashboard.

Q: The Diabetes Nutrition by Fooducate app launched recently. How does it differ from the original Fooducate app?

A: The diabetes app focuses on the special nutrition needs of people living with diabetes. The grading algorithm looks more carefully at calories and nutrition information such as carbohydrates, saturated fats and sodium. Compared to the original app, it is more lenient with artificial sweeteners. Additionally, there are many helpful suggestions and the grading system is catered to people living with diabetes. For example, a cereal that?s given a ?C+? in the original Fooducate app may get a ?C-? in the diabetes version.

Q: Fooducate was selected by Apple? as best iPhone health and fitness app in 2011. Did you have any idea it would be so successful?

A: When we started on the journey of creating the app, we all believed we were addressing a real need, but we did not know what to expect. The feedback and reviews from users were very positive from day one, which was a wonderful feeling. This feedback has continued to be a great motivator for the Fooducate team and the positive accolades from Apple and the U.S. Surgeon General were pleasant surprises as well.

Apolo Anton Ohno admitted on Monday night?s episode of ?Dancing With the Stars? that he and pro partner Karina Smirnoff had had a fight just prior to last week?s performance. ?(The duo?s samba still managed to earn an impressive 27 points.)

?I found it difficult to reach him,? Smirnoff said of working with the Olympic-winning athlete. ?I didn?t know which door to knock on to get the reaction out of him that I wanted. We were like an old married couple. Finally, we had a fight and laid it out on the table.?

What was the battle about?

?Chocolate,? Ohno responded, deftly trying to diffuse the situation.

Smirnoff didn?t shed more light on specifics, but she hinted that their conflict was born out of the fact that men and women are just plain different.

?I told him men love with their eyes and women love with their ears,? she said. ?And that he should just keep telling me sweet things.?

?(Fighting) sucked,? Ohno said. ?But we came back together. This week, we were significantly different -- it couldn?t have been forced. We had to mutually want to come forward and work on a dance that was meaningful and had a dual purpose. It was great.?

While differences led to some conflict, Smirnoff feels that she and her partner are also very much alike.

?Apolo is my first athlete,? she noted (not counting her season 5 pairing with pro boxer Floyd Mayweather, Jr.). ?Apolo has discipline, and he?s as stubborn as I am. That works perfectly in the ballroom. He usually lets me in, but when he doesn?t we start fighting.?

The couple?s perfect score from last night and the positive comments from the judges clearly show that the duo is capable of moving past any difficulties.

Injecting some humor into her post-show interview, Smirnoff joked that she has a plan for future dances with Ohno.

?I?m definitely incorporating more butt-slapping,? she quipped, referring to the taps on the rear end that Kirstie Alley gave Maksim Chmerkovskiy in the cast?s group dance, which earned the duo the coveted additional two points from the judges.?

(AP) ? Wet snow and high winds spinning off the edge of superstorm Sandy spread blizzard conditions over parts of West Virginia and neighboring Appalachian states Tuesday, shutting one interstate as trucks and cars bogged down and knocking out power to many.

The National Weather Service said a foot and more of snow was reported in lower elevations of West Virginia, where most towns and roads are. High elevations in the mountains were getting more than two feet and a blizzard warning for more than a dozen counties was in effect until Wednesday afternoon.

At least 236,000 customers were without power in West Virginia early Tuesday. In Elkins, a city of about 7,000 people, power went out across town before dawn and the only lights were from passing snow plows as heavy, wet flakes piled up to about 8 inches.

The roofs of at least three homes collapsed under the weight of heavy snow, Gov. Earl Ray Tomblin said. No injuries were reported in the Tuesday accidents in Nicholas County. West Virginia National Guard troops helped the residents of the homes get to local shelters.

Tomblin says there's been no word of additional deaths or any serious injuries. Officials earlier reported a woman was killed Monday in a storm-related traffic accident in an area where about 5 inches of snow had fallen.

The governor is urging residents to stay off the roads. That will prevent mishaps and allow National Guard, Division of Highways and Division of Forestry crews to clear felled trees for utility repair workers.

Tomblin says forecasters estimate that the storm's brunt should clear the state by nightfall.

Authorities closed nearly 50 miles of Interstate 68 on either side of the West Virginia-Maryland state line for hours early Tuesday because of blizzard conditions and stuck vehicles.

More than 30 other highways and roads were closed in West Virginia by snow, ice, high water, and downed trees and power lines. Department of Transportation spokeswoman Leslie Fitzwater said. Schools were closed in at least 39 counties. Police rescued several stranded motorists on the interstate in West Virginia.

"It's a mess out there and people should stay home if they can until our first responders can get out there, clear the roads and get to those who need the most assistance," Fitzwater said.

On the Maryland side of I-68, a foot of snow triggered closures along a 40-mile stretch between LaVale and the West Virginia line.

Several westbound tractor-trailers jackknifed on Big Savage Mountain. Maryland State Police Sgt. Brian Broadwater said about 200 vehicles backed up behind the trucks. Travelers were turned around or detoured onto two-lane state highways that were also treacherous, prompting many to check into motels.

The depth of the early snow surprised some Appalachian residents in eastern Kentucky.

A tree heavy with snow fell on Claude Collier's truck Monday night in Jenkins, Ky. Collier, 50, says he has "never seen this much snow this early in the year." He said he and other residents lost power in the storm.

The storm also covered parts of the Virginia highlands, northeast Tennessee and northwest North Carolina.

At Great Smoky Mountains National Park on the border of Tennessee and North Carolina, park spokeswoman Dana Soehn reported 22 inches of snow at the highest elevations, with strong winds blowing drifts up to 4 feet deep.

Roads were closed throughout the park and a handful of hikers coming off sections of the Appalachian Trial on Tuesday morning reporting tangles of fallen trees and waist-deep drifts.

"We don't know exactly how many people are still up there, but we've not received any distress calls," Soehn said. "It's that heavy, wet snow, so it is difficult to plow."

That was how David Letterman and Jimmy Fallon taped their late shows Monday night, leading to some remarkably quiet monologues. Letterman repeated the feat Tuesday, though Fallon brought in a usual crowd to his "Late Night" taping. The shows have been cautious about luring audience members out on stormy streets where many are still without power and the subway system remains down.

"Just like every night, we pretend the audience isn't here," Letterman explained to band leader Paul Schafer on Tuesday's "Late Show" before an empty Ed Sullivan Theater.

The talk show host ran through his monologue from his desk, not bothering to pause for laughs that wouldn't come: "I had to come in. I used up all my sick days," he said, adding: "That's a joke there."

After a Monday night of awkwardness ? which guest Seth Meyers compared to watching Charlie Rose "if he had a band and everybody was a little high" ? Fallon happily welcomed back a live audience.

"First off, thanks to our great audience for making it out to the show tonight," Fallon began his monologue Tuesday. "I'm so glad you're here because last night's audience was the worst."

Jimmy Kimmel, who brought his Los Angeles-based "Jimmy Kimmel Live" to Brooklyn for a week's worth of shows, was to host the ABC program live from the Brooklyn Academy of Music on Tuesday night after canceling Monday's show.

Comedy Central's "The Daily Show" and "The Colbert Report" both canceled Tuesday night's tapings.

Fallon said Tuesday that after Monday's show, "I realized how much I missed the sound of laughter and applause. I haven't heard that much silence since Kim Kardashian was asked to say something off camera."

As the city took account of the damage wrought by the storm, the aftermath of Sandy continued to cause the cancellations of film premieres, film and TV production and even that most unshakable performer: Bruce Springsteen.

The Bruce Springsteen and the E Street Band concert scheduled for Tuesday night at the Rochester Blue Cross Arena in upstate New York was postponed until Wednesday because of flight cancellations for the band and ticket holders.

The city revoked film permits for a second day Tuesday. The sets of "Smash," ''Law & Order: Special Victims Unit," ''30 Rock," ''Deception" and "Do No Harm" were closed, NBC said, and "SVU" won't tape Wednesday. Other series temporarily knocked out of production included "666 Park," ''Gossip Girl" and "Person of Interest."

Films forced to stop shooting include Darren Aronofsky's "Noah" and Akiva Goldsman's "Winter's Tale," and the Tuesday premiere of Joe Wright's Tolstoy adaptation "Anna Karenina" was canceled.

ABC's "Good Morning America," NBC's "Today" show and "CBS This Morning" aired live Tuesday with extensive storm coverage, though "GMA" was forced to cancel its planned Wednesday Halloween special.

Daytime shows were less successful, with production called off for "Live! With Kelly and Michael," ''Katie," ''The View" and "The Chew." ABC said work on all the programs would resume Wednesday.

All 40 Broadway theaters were closed, and while most hoped to open Wednesday, both "The Lion King" and "Mary Poppins" announced that Wednesday's shows would also be canceled.

The thriving downtown off-Broadway community was still assessing the damage and likely facing a longer time off. The superstorm forced the well-respected Vineyard Theatre in Union Square to cancel performances of its world-premiere production of "Checkers," which was to open Wednesday. And the staff of the SoHo Rep, just a few blocks south of Canal Street, was dealing with no power and some flooding in the basement, on a day that was supposed to be the first technical rehearsal of a play about African genocide by Jackie Sibblies Drury.

"You obviously can't do tech without electricity," said artistic director Sarah Benson, who added that the tight-knit community was helping each other.

"I've already been in contact with other theaters who are offering help and the community is pulling together," she said. "Everyone is going to support one another as best we can."

Two Broadway shows were even offering a special discount ? if you could walk to their theaters. Tickets to the Roundabout Theatre Company's productions of both "Cyrano de Bergerac" and "The Mystery of Edwin Drood" were going for $20 for Wednesday's matinee and evening shows to customers who show their MetroCards, made useless by the storm.

Many of the cultural institutions of New York remained shuttered. Carnegie Hall and Lincoln Center canceled performances and the Metropolitan Opera and Radio City Music Hall were also closed. The 57th Street entrance to Carnegie Hall ? which also canceled Wednesday concerts ? was blocked by a street closure because of a dangling crane. The Metropolitan Opera said Tuesday that it planned to go ahead with its Wednesday evening performance of Thomas Ades' "The Tempest."

The Apollo Theater was forced to postpone its signature show, the Amateur Night finale, from Wednesday night to Nov. 14. Apollo president and CEO Jonelle Procope said finalists weren't able to travel to the event.

The financial hit for touring musicians will depend in part on how long it takes transit and other infrastructure to return to normal, said Gary Bongiovanni of Pollstar, the trade publication that tracks the concert industry. Atlantic City, where a lot of acts perform, was particularly hard hit. New York concert cancellations included those for Journey at the new Barclays Center in Brooklyn and a Beacon Theater benefit concert for marriage equality that was to feature Rufus Wainwright, the National and They Might Be Giants.

"Everyone knows there is no shows in New York tonight, but what about Wednesday or Thursday ... when do you make the decision to try and drop things and rearrange your schedules?" he asked. "Financially, everyone is taking a hit on this thing, and you make the best of it like any other natural disaster."

The storm also jolted one of the gaming industry's biggest releases of the year. GameStop stores canceled planned midnight launches of the highly anticipated Ubisoft video game "Assassin's Creed III" throughout the Northeast, but Wedbush analyst Michael Pachter doesn't anticipate the storm will derail the interactive medium at the beginning of its busiest sales season.

"That won't impact overall game sales," Pachter said. "The people who stayed home last night will buy it tomorrow."

Most movie theaters on the East Coast in the path of the storm have been closed since Sunday night and many continued to be shuttered Tuesday. Clearview Cinemas said its 47 theaters in New York, New Jersey and Pennsylvania were closed. AMC Theaters listed some 60 theaters in the area that were closed Tuesday, though some outside of New York could open later in the day. National Amusements, which runs Showcase Cinemas and Cinema de Lux locations in New York, New Jersey, Connecticut, Rhode Island and Massachusetts, said its theaters were open, aside from those without power.

Losing several days of box office for such a large area of the country would likely mean millions to Hollywood, though early weekdays are lesser movie-going days and current new releases ? "Cloud Atlas," ''Silent Hill: Revelation 3-D," ''Fun Size" ? were already attracting little interest.

Debuting this weekend is the animated Disney comedy "Wreck-It Ralph," the Paramount thriller "Flight" and the martial-arts "The Man With the Iron Fists."

"I think 'Wreck-It Ralph' is going to have a huge opening, but if it's less than expected, I think a lot of people are going to lay that on the doorstep of the hurricane," said Hollywood.com box-office analyst Paul Dergarabedian. At the same time, he added: "A film like 'Wreck-It Ralph' could be the antidote to the hurricane for families looking for an escape. It's a very escapist, fun movie. We'll have to take a wait-and-see attitude."

Another movie was on the mind of one performer.

With the hashtag of "SandySucks," Lady Gaga tweeted: "I'm never watching Grease again."
